Scope of work:
The consultant will contribute to the project “NIHR Global Health Research Centre on NCDs and Environmental Change” of the Non-Communicable Diseases (NCD), Nutrition Research Division (NRD) which focuses on mitigating health hazards due to environmental change and controlling Non-Communicable Diseases (NCDs) through strengthening primary care services in the coastal areas of Bangladesh. S/He will provide overall technical leadership, strategic oversight, and coordination for the design, development, deployment, of clinical decision support tool using the OpenMRS platform of Management Information System (MIS) of Directorate General of Health Services.
Specific Responsibilities:
Major responsibilities would include the following-
- Leadership of NCD module development in Open-MRS platform:
- The consultant will provide strategic leadership for the overall development, system upgradation, and implementation of the NCD module development within the OpenMRS platform under MIS, DGHS.
- Directly supervise the timely delivery of the digital health modules to the study team aligning with the project objectives and ensure effective monitoring system in place.
- Guide the team on implementation of Clinical Decision Support Systems (CDSS) aligned with national treatment guidelines.
- Strategic coordination with DGHS and Stakeholders
- Maintain high-level coordination with DGHS MIS and other relevant DGHS departments to ensure alignment with national digital health priorities and standards.
- Facilitate regular technical and coordination meetings between icddr,b, DGHS, and the development team.
- Quality Assurance, Monitoring and Risk Management:
- Establish and oversee monitoring and quality assurance mechanisms to ensure system performance, data quality, and compliance with national standards.
- Identify technical, operational, and institutional risks, including maintenance and sustainability gaps, and propose appropriate mitigation strategies.
- Ensure system scalability, maintainability, and readiness for future expansion or replication.
- Advisory Support
- Provide strategic advice to the PI on smooth implementation, sustainability, and readiness for scale-up.
- Participate in online/offline discussions with the PI and other team members of the study regularly.
Required qualifications and experience:
Educational Qualifications:
- MBBS and MPH with specialized training in health information systems
Professional Experience:
- A minimum of 15 years of experience of working on government health services with holding senior leadership positions at the Directorate General of Health Services.
- Experience of leading national level programs related to HMIS, Civil Registration and Vital Statistics (CRVS), Digital health systems and e-health platforms, and Disease surveillance systems.
- Experience of coordination across multi-disciplinary departments of DGHS and MoH&FW.
- At least 5 publications in international peer reviewed journal.
