Description:

FHI 360 is seeking a candidate for the position of Child Health Technical Officer for EpiC MNCH, a project to be implemented in the provinces of Nampula and Zambezia, focused on improving the quality of maternal, neonatal, and child health outcomes and working with government partners to institutionalize a culture of quality improvement. Under the supervision of the Senior Child Health Technical Officer, the Child Health Technical Officer will be responsible for planning and implementing clinical activities in health facilities and the community; providing technical implementation and training support to the government and other partners for professional training, guidance, and supervision support activities; and monitoring the quality of training and care delivery initiatives. The selected candidate will be based in Zambezia and will report to the Senior Technical Officer, Child Health.

Accountabilities:

  • Support the Senior Technical Officer, Child Health to ensure the quality of clinical services provided in health facilities and in the community
  • Develop a training and adoption strategy that strengthens the capacity of district and health facility staff to meet clinical standards of care in Maternal and Child Health and implement efficient models of supervision and guidance for service providers
  • Ensure that activities are implemented in accordance with standard operating procedures
  • Collaborate with a project team to plan and implement service strengthening activities as indicated, and to ensure that they are coordinated and involve provincial and district government staff
  • Participate in provincial-level technical working groups for areas of child health content in the absence of the Senior Child Health Technical Officer.
  • Plan, implement, and manage the combination of monitoring data for clinical indicators in the area of community-based pediatric care.
  • Contribute content on clinical activities and participate in the development of work plans, quarterly and annual reports, financial reports, and any other reports required by the U.S. Department of State's Bureau of International Affairs.
  • Collaborate with the project team to ensure that activities are integrated, aligned, efficient, and comprehensive.

Required Qualifications:

  • Medical doctor or Senior Nurse with training in public health.
  • Minimum of 4 years of experience in clinical care and public health, including maternal and child health programs.
  • Experience in designing and implementing training and guidance at the district and health facility levels; experience in providing maternal and child health clinical services as part of a mentoring team to meet clinical criteria.
  • Experience working in the province of Nampula or Zambezia.
  • Proven ability to establish and maintain effective working relationships with government personnel and community stakeholders.
  • Excellent oral and written communication skills in Portuguese and knowledge of the local language would be an advantage.

  • Knowledge of computer software programs (Word, Excel, PowerPoint).

Typical Physical Demands:

  • Typical office environment and ability to spend long hours looking at a computer screen and doing repetitive work on a keyboard.
  • Ability to spend substantial time in health care settings
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • Up to 50%
