Job Description

The Officer supports Site Management by leading technical assessments, site improvement interventions, care and maintenance activities, and infrastructure risk mitigation. The role ensures adherence to technical standards, safety measures, and quality control.
The position includes responsibilities for technical activities, ensuring proper documentation, mapping, reporting, and archiving.

2. Generic Responsibilities (NRC Standard)

  • Adhere to NRC policies, tools, handbooks, and guidelines.
  • Implement technical components of Site Management activities.
  • Prepare BOQs, technical assessments, and quality reports.
  • Ensure proper filing and documentation.
  • Promote and share ideas for technical improvement.
  • Ensure projects target the neediest and support protection mainstreaming.
  • Contribute to the implementation of Safe and Inclusive Programming Minimum Standards across the area of responsibility.

3. Specific Responsibilities

  • Establish monthly SMC committee coordination mechanism across all sites. 

  • Conduct daily field monitoring visits to sites for gaps and challenges identification and share for necessary action. 

  • Work with the Site Management Coordinator and Project Manager (PM) in identification and selection of community site improvement needs in displacement sites. 

  • Support the Site Management Coordinator and PM in selecting, planning capacity building plans for SMC committees and partners in displacement sites. 

  • Manage and supervise the utilization of site improvement materials during cash for work to ensure high quality program implementation. 

  • Support, facilitate or undertake community mobilization and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners, and stakeholders in all stages of project design implementation.

  • Participate in providing technical information required for proposals and budgets.

  • Manage participants’ attendance (cash for work BNF), Contingent workers with support from the Site Management Assistant.

  • Ensure protections issues are incorporated and mainstream in Site Management activities.

  • Conduct and lead pre-distribution meetings, community sensitization, FGDs, awareness and mobilization of communities on site improvement tools and cash for work components.

  • Attends all intra-sites coordination meetings within the sites/camps under their jurisdiction, collects, cleans, and stores all site-related data from Assistant and Contingent workers (5Ws, contact list, referral pathways, CFM and biodata).

  • Design and lead assessments and surveys tools to capture pertinent needs of Site residents’ information in coordination with the SM Assistant and Contingent workers.

Care & Maintenance

  • Monitor daily site maintenance needs and support quick interventions.

  • Support the community members in developing care and maintenance application and action plan. 

  • Support the monitoring and implementation of the care and maintenance plan, ensuring it aligns with the SOPs and commitment in the action plan. 

Information Management

  • Collect and maintain Site Management field technical data, photos, maps, activities data. 
  • Compile weekly and monthly reports for the SM Coordinator and PM.
  • Ensure proper archiving of technical assessments and documentation.

Coordination

  • Liaise with service providers to address technical gaps.
  • Support technical aspects of contingency planning and emergency response.

4. Competencies

Professional Competencies

  • University degree in Engineering, Business Administration, or any related field.
  • 2–3 years of relevant experience working with humanitarian organizations, with demonstrated understanding of humanitarian principles and field operations.
  • Experience with BOQs, site layouts, supervision, and humanitarian settings.
  • Strong understanding of Microsoft Excel and Word.  
  • Strong knowledge of Arabic and English languages
