About us

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

La mission

Solidarités International has been operating in the Gaza Strip since February 2024, establishing a strong presence in the WASH sector with a particular focus on hard-to-reach areas underserved by other partners. Activities aim to improve access to safe drinking water through the rehabilitation and installation of reverse osmosis units, water trucking and water-point distribution, and the deployment of mobile pumping systems connected to existing wells. SI also conducts water-quality monitoring, distributes shelter, winterization and hygiene kits, promotes good hygiene and water-management practices, and since 2025 has been developing FSL activities such as home-gardening initiatives.
Following the 10 October 2025 ceasefire and the evolution of the operational environment, SI is scaling up its response to remain operationally relevant and expand both its reach and impact.
The mission relies on strong partnerships with local Palestinian organizations such as UFA. Institutional and financial partners include, among others, CDCS, Choose Love, ECHO, Althémis and OCHA.

Job description

General objective:

The Deputy Field Coordinator for Programs ensures the relevance, quality, and consistency of SI programs in their area of intervention. S/he supervises Program Managers, supports implementation teams in project cycle compliance, and contributes to strategic planning, program development, monitoring, and reporting. S/he leads project inception and proposal development, determines the operational impact and quality of deliverables of program teams, strengthens partnerships, facilitates knowledge capitalization, and ensures adherence to internal, donor, and humanitarian standards. S/he also drives in-depth needs analyses at the base level and participates in activity reviews.

The main challenges:

Scaling up both program activities and program teams while ensuring SI’s program frameworks and processes are reinforced and properly followed.
S/he must coordinate effectively with partners and adapt operations in a volatile context, including disrupted supply chains, requiring continuous adjustment of activity design and implementation to maintain relevance, quality, and impact.

Priorities for the 2/3 first months:

The Deputy Field Coordinator will assume their position during the scale-up of the base.
Kick-starting new grants, including organizing kick-off meetings, inception planning, preparing monitoring tools, training teams, and engaging relevant partners.
Recruiting and establishing new program teams and lead with the support of the FC the structuration of the growing prog department
Ensuring timely implementation of activities, maintaining proper documentation, and reporting as required.

Security constraints:

Security constraints in Gaza remain severe, with a context marked by high-intensity military activity, including airstrikes, land and naval bombardments, and risks related to medium and light infantry weapons. Social tensions are also high, driven by harsh living conditions, and the collapse of economic activity, which have contributed to looting, inter-family disputes. Since the ceasefire brokered on 10 October 2025, the security situation has improved and military activities (airstrikes, shelling) have decreased. However, the situation remains volatile, and a deterioration cannot be ruled out.

DIPLOMAS AND EXPERIENCE

Experience in the humanitarian sector : 3-4 years

Experience on a similar position : 3-4 years

SKILLS

TECHNICAL SKILLS

Solid experience in WASH and FSL programming, including emergency and early recovery interventions.

Good command of the project cycle, including grant management, proposal development, and reporting.

Experience in conducting needs assessments and adapting programs to volatile operational contexts.

Experience in partnership management, preferably with local organizations.

Strong analytical skills and proactive, solution-oriented approach to work.

TRANSVERSAL SKILLS

Solid management skills and experience, including recruitment, team supervision, and capacity building.

Strong organizational skills, able to plan and prioritize multiple activities during scale-up.

Strong interpersonal and communication skills for coordination with partners, donors, and internal teams.

Ability to work under pressure in a volatile security and operational environment.

Adaptability to rapidly changing operational contexts.

Experience working with SI or similar humanitarian organizations is an asset.

Prior experience working in Gaza or comparable complex environments is an asset.

SI will offer you

A salaried position:
According to experience, starting from EUR XXX gross per month (XXX base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD XXX.

SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

The position is based in Deir-el-Balah, where Solidarités International maintains its office and guesthouse, as do most INGOs. Since the ceasefire brokered on 10 October, living conditions have improved, and markets are gradually becoming more functional. At the time the position opened, most basic food items, including fruits and vegetables, were available in Gaza markets, although at high prices. Electricity at the SI office and guesthouse is entirely solar-powered, which, particularly in winter, may occasionally lead to temporary shortages. Internet is available at the GH and office with limited shortages.
Despite improvements in security and economic conditions, the working environment remains stressful, with limited opportunities for relaxation.
