Job Description :
The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region. ASEAN comprises eleven countries in Southeast Asia, with Timor-Leste being admitted as an ASEAN Member State during the 47th ASEAN Summit on 26 October 2025 in Kuala Lumpur, Malaysia. It was proclaimed a Community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together”, signed by the ASEAN Leaders during their 27th Summit 2015. The ASEAN Community Vision 2025 calls for the ASEAN Community in forging ahead together, and to work towards building a community that is politically cohesive, economically integrated and socially responsible. 

The ASEAN Secretariat was established in 1976 by the Foreign Minister of ASEAN with basic functions of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. It is also envisioned to be the nerve centre of a strong and confident ASEAN Community that is globally respected for acting in full compliance with its Charter and in the best interest of its people.

In alignment with the ASEAN 2045: Our Shared Future and Key Aspirations of the three pillars of the ASEAN Community, namely the ASEAN Political-Security Community, the ASEAN Economic Community and the ASEAN Socio-Cultural Community, supported by the Department of Community and Corporate Affairs, the ASEAN Secretariat is inviting Indonesian Citizens or ASEAN Nationals who are already residing and eligible to work in Indonesia to apply for the position of  Officer for Digital Economy Division (DED), ASEAN Economic Community Department.  


Remuneration and Benefits:
Successful candidate will be offered a basic salary of IDR 16,835,950 and attractive remuneration package including monthly transportation allowance, outpatient medical reimbursement, hospitalisation & life insurance, annual bonus of a month’s basic salary, and gratuity. Subject to good performance during the probation, the candidate will be offered a fixed term contract of three (3) years, inclusive of the 6-month probationary period.

Responsibilities
  1. Reporting to the Assistant Director/Head and Senior Officer of Digital Economy Division, the Officer shall be responsible to:

    1.    Coordination and Technical Support

    • Support and coordinate the work of ASEAN sectoral bodies related to the ASEAN Single Window and Paperless Trade.
    • Assist in monitoring the implementation of regional commitments under ASEAN legal instruments, agreements, and action plans.
    • Support programmes and projects implemented with Dialogue Partners and external partners.

    2.    Meeting and Documentation Support

    • Assist in organising and servicing meetings, workshops, and consultations, including the preparation of agendas, background papers, draft reports, and briefing materials.
    • Provide logistical and substantive support to facilitate discussions and technical exchanges. 

    3. Research and Analytical Support

    • Conduct research and contribute to the preparation of policy notes, studies, and briefing materials on Single Window and Paperless Trade issues.
    • Support capacity-building activities and technical workshops, as required.

    4.  Cross-sectoral and Administrative Support

    • Provide technical support to the operation of the ASEAN Unique Business Identification Number (UBIN) and collaborate closely with other ASEAN Secretariat divisions on cross-sectoral digital economy issues, including Digital Trade Standards.
    • Perform other duties as assigned by supervisors.
Qualifications
    • Advanced degree in Computer Science, Information Technology, Innovation Management, Public Policy, Economics or an appropriate related field or discipline; and/or Bachelor degree in the afore-mentioned fields or discipline with a minimum of two (2) years of relevant work experience in a technical role.
    • Relevant experience in customs procedure, trade facilitation, logistics, supply chains or trade digitalisation, preferably in ASEAN context.
    • Exposure to digital economy policy or digital trade law and regulation is an asset.
    • Demonstrated knowledge in policy, research and technical skills in the relevant area and the ability to acquire them.
    • Demonstrated ability to plan and organise tasks and work flows, with proven ability for accuracy under pressure and adherence to deadlines.
    • Demonstrated commitment to collaborative work practices.
    • Proven skills in problem solving in a complex organisational environment and in work planning.
    • Ability to multi-task, work long and irregular hours, perform tasks outside the usual job scope, and willingness to travel frequently on short notice.
    • Good command of English, written and spoken.
    • Competency in computer skills with adequate knowledge of Microsoft Office and Outlook where relevant to the position.
