Position Overview

The Technical Director will work closely with the Project Director to provide technical leadership and oversight for the ACHIEVE Liberia project. ACHIEVE is a global project funded through the U.S. Department of State and implemented by Pact. ACHIEVE Liberia addresses maternal and child health (MCH) gaps and supports the Government of Liberia to improve maternal and child health outcomes by improving quality of care, access to services, data systems, and human resources for MCH services. The activity will support the availability of and access to quality lifesaving maternal, newborn, and child health services, and enhance health workforce capacity.

As Technical Director, the selected will ensure quality, timeliness, and efficiency of all project technical activities covering clinical services, community support services, health systems, and sustainable transition to the Government of Liberia.

Key Responsibilities

  • Provide technical leadership in the design, coordination, and supervision of technical approaches aimed at strengthening high-quality MCH services at the community, facility, local government, and national government level. These may include:
  • In-service capacity building for frontline health workers in MCH, including EmONC, E-MOTIVE, and IMCI
  • Expanding MCH service delivery and uptake of facility services through integrated outreach platforms and strengthened community structures
  • Procurement of commodities and/or equipment for MCH
  • Technical assistance to government to create or update and roll out MCH training guidance, toolkits, SOPs, and/or job aids
  • Ensure collaboration and coordination with the Ministry of Health and other key stakeholders, ensuring adherence to internationally endorsed and recognized guidance and standards. This position may serve part-time at the Ministry of Health.
  • Monitor implementation of activities to ensure timely completion of objectives and targets.
  • Coordinate closely with other technical, MEL, and finance/ops/admin staff to ensure that ACHIEVE meets stated goals, outcomes, benchmarks, and reporting requirements.
  • Oversee the development of project technical deliverables (workplans, reports, guidance, tools, etc.).
  • Represent ACHIEVE/Liberia in technical working groups, presentations, and in planning, coordination, and performance review meetings.
  • Oversee and/or provide supportive supervision to designated staff members.
  • Work closely with the U.S. Department of State, Government of Liberia, implementing partners, and other relevant stakeholders to identify, document, and disseminate best practices.
  • Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.
  • All other duties as assigned.

Basic Requirements

  • Master’s degree and 9+ years relevant experience or equivalent combination of education and experience, including 5 years of management experience.
  • Graduate degree or higher in medicine (MD/DO), nursing, or other clinical specialty.
  • A minimum of 6 years of progressive leadership and experience in clinical services, health administration, or program management for large-scale, international development assistance programs is required.

Preferred Qualifications

  • Familiarity with the following technical subject areas: ANC, safe childbirth, essential newborn care, postnatal care for mothers and newborns, EmONC, IMNCI, immunization, and community health approaches in Liberia.
  • Experience using low-dose high-frequency and other training, coaching, and mentorship capacity strengthening approaches
  • Familiarity and/or experience working with the Ministry of Health
  • Demonstrated experience leading successful teams, achieving deliverables on time and within budget, and interacting effectively and collaboratively with a broad range of senior and mid-level public and private sector counterparts, donors, and other key stakeholders.
  • Ability to develop and maintain strong relationships with government and civil society stakeholders.
  • Ability to travel within Liberia.
