Qualifications

1.       Purpose of the Consultancy

The purpose of this consultancy is to provide technical support to the World Health Organization (WHO) in overseeing and coordinating all activities related to the procurement, donation, and installation of medical equipment in health facilities across Syria. The consultant will also support the development of a comprehensive engagement and resource plan to ensure sustained donor support for medical equipment and related health system strengthening initiatives.

       2.       Background

The protracted crisis in the Syrian Arab Republic has severely affected the functionality and resilience of the national health system, resulting in damaged infrastructure, disrupted supply chains, and reduced availability of essential medical equipment. Many health facilities require rehabilitation, replacement of obsolete or non-functional equipment, and strengthened technical oversight to restore and sustain the delivery of quality health services.

In response, WHO, in close coordination with MOH and development partners, continues to support the procurement, donation, installation, and commissioning of medical equipment in prioritized health facilities across Syria. Given the scale and technical complexity of these interventions, there is a need for dedicated engineering expertise to ensure compliance with international standards, proper technical specifications, quality assurance, and effective lifecycle management of medical equipment.

Therefore, WHO seeks to recruit a qualified Engineer to provide specialized technical support and oversight, ensuring that medical equipment interventions are efficiently planned, implemented, and aligned with donor requirements and health system strengthening objectives.

 

Planned timelines (180 days)

Start date: 08.03.2026

End date: 31.08.2026

      

      3.       Work to be performed

Output 1:

Deliverable 1.1

Develop technical specification documents for medical equipment planned for procurement, in close collaboration with the Ministry of Health (MOH) , procurement unit, and regional expert.

Output 2:

Deliverable 2.1

Review and evaluate the technical compliance of submitted offers, assess their feasibility, and ensure full alignment with the approved technical specifications and WHO rules and regulations.

Output 3

Deliverable 3.1.

Provide technical support to health facility sites by reviewing and advising on any on-site technical requirements necessary to ensure the proper installation, commissioning, and functioning of the equipment to be delivered.

Output 4:

Deliverable 4.1

Verify the medical equipment received at the WCO warehouse against the corresponding purchase orders (POs), and follow up on the installation of the equipment, providing formal confirmation of completion to the Procurement Unit to facilitate payment processing.

Output 5:

Deliverable 5.1

Following up with suppliers regarding after sale services and conduct supplier evaluation for each PO as per WHO rules and regulations.

Output 6:

Deliverable 6.1

Collaborate with the Ministry of Health (MoH) to develop a practical strategy for the procurement of medical equipment, and support the planning, implementation, and oversight of programs to train and build the capacity of MoH medical engineers and technicians in the maintenance and management of medical equipment.

      

      4.       Technical Supervision

         The selected Consultant will work on the supervision of:

      5.       Specific requirements

Qualifications required: 

Bachelor’s degree in Electronic, electrical /Mechanical /Medical engineering.

Skills / Technical skills and knowledge:

·         Strong knowledge of medical equipment types, specifications, installation procedures, and maintenance standards.

·         Experience in reviewing technical proposals, procurement documentation, and ensuring compliance with international standards and donor regulations.

·         Ability to plan, implement, and oversee training programs for medical engineers and technicians, including capacity-building in equipment maintenance.

·         Proficiency in quality assurance, troubleshooting, and lifecycle management of medical equipment in healthcare facilities.

·         Advanced computer literacy (Word, Excel, etc.)

Expertise in Medical Equipment:

·         Minimum 2 years of experience in medical equipment procurement, installation and commissioning.

·         Desirable: Knowledge of WHO mandate and goals or experience in UN Organizations, international

       institutions, Ministry of Health or NGOs is considered an asset.

Language Requirements:

Excellent knowledge of English and local language.

      6.       Medical clearance

The selected consultant will be expected to provide a medical certificate of fitness for work.

 

      7.       Travel

The Consultant is expected to travel within Syria and to start the consultancy as soon as possible.
