Job Description

The purpose of this position is to support the implementation, monitoring, and reporting of Community Engagement and Accountability (CEA) activities in Benghazi, Shahat and surrounding areas. The Officer will facilitate community mobilization, manage feedback and complaints mechanisms, and ensure that NRC programs are transparent, inclusive, and responsive to community needs. Activities are implemented through direct engagement with communities and coordination with program teams.

Generic Responsibilities

  • Ensure adherence to NRC policies, tools, handbooks, and guidelines.

  • Implement delegated CEA activities according to the plan of action.

  • Prepare and submit accurate reports and documentation.

  • Ensure engagement of the most vulnerable and marginalized groups.

  • Promote ideas for programmatic improvement based on community feedback.

  • Maintain proper filing, archiving, and documentation of CEA activities.

  • Integrate Safe and Inclusive Programming (SIP) principles in all CEA activities.

  • Promote meaningful community participation and inclusion.

  • Participate in SIP-related and protection mainstreaming capacity building.

Specific responsibilities:

A. Community Engagement:

  • Facilitate community mobilization, awareness sessions, and participation in program planning and monitoring. Ensure communities understand NRC programs and eligibility criteria.

B. Feedback and Accountability.

  • Establish, manage, and monitor complaints and feedback mechanisms (hotlines, suggestion boxes, community meetings). Ensure timely documentation and follow-up of all feedback.

C. Monitoring & Reporting

  • Collect and analyze data on community feedback, participation, and concerns. Provide regular reports and recommendations to program teams. 

D. Capacity Building & Awareness.

  • Train NRC staff, partners, and community members on CEA principles, protection, and inclusion. Promote safe and respectful engagement practices.

E. Protection and Inclusion.

  • Ensure activities uphold safety, dignity, and inclusion of beneficiaries, including women, children, IDPs, and other vulnerable groups. Coordination & Collaboration: Work closely with NRC program teams, M&E, and support functions to integrate community feedback into program design and decision-making.

  • Ensure that all project activities uphold safety, dignity, and inclusion of beneficiaries. Support implementation of Safe and Inclusive Programming and Protection Mainstreaming across all activities. Facilitate accountability mechanisms and share community feedback with relevant teams.

F. Monitoring & Reporting.

  • Collect and share weekly field data, including photos, distribution lists, success stories, and meeting minutes. Support project monitoring, ensuring accurate reporting on progress, challenges, and lessons learned. Ensure data accuracy and proper documentation for all activities in coordination with the M&E and IMO teams.

G. Coordination & Collaboration.

Maintain close coordination with the Shelter team, HLP staff, and Support functions. Share field observations and beneficiary feedback to improve project design and implementation.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

Monitoring:  Shelter IMO, M&E Team, CFM

Scale and scope of position: 

Staff:  As delegated by line-manager.

Stakeholders:  I/LNGOs, Local Authorities, local community representatives;

Budgets:  None

Information:  Project databases, document archives, GOORS, etc.

Legal   Compliance with NRC Policies and Procedures

 

Competencies that are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff :

 

  • Minimum 1 year of experience of working in a humanitarian/recovery context or equivalent.

  • Minimum 1 year of experience in community engagement, accountability, or protection in humanitarian or recovery contexts.

  • Experience managing feedback and complaints mechanisms.

  • Experience working with vulnerable populations (IDPs, returnees, women, children).

  • Bachelor’s degree or above in Social Sciences, International Relations, Community Development.

  • Experience of working in complex and volatile contexts.

  • Documented results related to the position’s responsibilities.

  • Good computer skills (MS Office, including Outlook for email). 

  • Fluency in Arabic, both written and verbal.

  • Good level of English, both written or verbal.

Context related skills, knowledge and experience

  • Knowledge of the context in Libya;

  • Experience with direct-led programming.

  • Experience supervising construction and rehabilitation activities.

  • Experience communicating effectively with stakeholders and communities.
