Project Description (Background and Rationale)
Since 2017, the Department of Economy, Planning and Development (DEPDev) and the United Nations Development Programme (UNDP) have worked together to strengthen the use of evaluation in public sector decision-making. Through the Strategic M&E Project, financed by DEPDev and implemented with support from the UNDP Philippine Country Office, this partnership has focused on building practical capacity across government, including DEPDev and selected agencies, to plan and manage evaluations of priority programs and projects, and utilize their findings. These efforts support the implementation of the Philippine Development Plan (PDP) and are aligned with the Sustainable Development Goals (SDGs).
In April 2025, DEPDev and the Department of Budget and Management (DBM) jointly issued the Revised National Evaluation Policy Framework (NEPF) through DEPDev–DBM Joint Memorandum
Circular No. 2025-02. The Revised NEPF sets out a common policy framework for evaluation in the public sector. It defines institutional roles, provides for the formulation of a National Evaluation Agenda, and requires agencies to prepare and implement Agency-Based Evaluation Agendas. It also establishes the NEPF Steering Committee to provide overall policy direction and coordination on evaluation initiatives across government.
The Revised NEPF is intentionally framed at the policy level. It clarifies expectations and responsibilities but does not prescribe detailed procedures. This approach allows the framework to remain applicable across agencies with different mandates, capacities, and operating contexts. Accordingly, the Revised NEPF provides that detailed guidelines and procedural requirements will be developed and issued separately by the NEPF Steering Committee. To support the implementation of the Revised NEPF, the NEPF Work Plan for 2026–2028 was approved by the NEPF Steering Committee during its meeting on 05 December 2025. A core deliverable under this work plan is the development of the Revised Guidelines on Evaluation in the National Government. These Guidelines are intended to translate policy into practice by standardizing the content and quality of evaluation products, clarifying and streamlining the evaluation process across its stages, providing practical tools and templates, and defining the roles and responsibilities of key stakeholders involved in evaluation work.
Within this context, an Individual Consultant will be engaged under the Strategic M&E Project to develop the Revised Guidelines on Evaluation in the National Government. The engagement is intended to support the NEPF Steering Committee in issuing guidance that is practical, coherent, and usable across agencies, while remaining consistent with the Revised NEPF and relevant institutional and legal frameworks, including Republic Act (RA) No. 12145. The focus is not only on technical completeness, but on producing guidance that agencies can realistically apply in managing and using evaluations as part of regular governance processes.
Qualification
Education: The Consultant should have at least a master’s degree in economics, development evaluation, development studies, public administration, public policy, development communication, or other relevant fields. Additional specialized coursework or training in related areas is considered an advantage, particularly where it demonstrates applied competence in evaluation practice.
Experience:
The Consultant should have at least five (5) years of demonstrated experience in monitoring, evaluation, accountability, and learning (MEAL) for development or government programs or projects. Relevant
experience includes the development of guidelines, policies, strategies, or operational documents for public institutions, as well as the design or facilitation of participatory processes. Experience working with Philippine government institutions is considered an advantage, particularly where it reflects familiarity with evaluation systems, institutional processes, and inter-agency coordination.
The Consultant should have completed at least two (2) monitoring and evaluation guidelines, manuals, or comparable documents prepared at the national or regional level for a government agency or public institution, whether produced individually or as part of a team.
