Job Description

The Position:

Located in the UNFPA Country Office in the Republic of Uzbekistan and under the overall guidance and direct supervision of the UNFPA Resident Representative, the Communications Analyst supports the advancement of UNFPA’s mandate and Country Programme priorities while also leading and coordinating communications and advocacy activities for the EU-funded joint project through strategic external communication, advocacy, and programme communication.

The Communications Analyst contributes to the development and implementation of the communications and advocacy strategy, providing communications support based on analysis of relevant political, social, and economic developments, and ensuring effective coordination, visibility, and messaging in line with corporate and project requirements.

The Analyst works closely with UNFPA programme teams, partner UN agencies, donors, and UNFPA Regional and Headquarters offices to ensure coherence, collaboration, and smooth delivery of both UNFPA corporate communications and project-specific communication objectives.

Job Purpose:

The Communications Analyst will advise on and assist in developing and implementing the Country Office’s External Communications and Advocacy, and Programme Communication strategy/plan, and implementing the EU4WEE Joint project Communications and Advocacy strategy/plan,  including by analyzing relevant political, social and economic developments. 

The Communications Analyst will be responsible for: 

Communication and visibility:

  • Monitors and analyses the political, social and economic environment relevant to UNFPA’s work, as well as the public perception of UNFPA in the media and general public; identifies opportunities for strategic communications interventions and recommends appropriate action to seize opportunities for increasing visibility for UNFPA, its work and ICPD issues, and to maintain a positive image for the organization while ensuring visibility for donors and partners as well.
  • Guides internal and external communications aimed at informing and engaging staff and publics around the corporate strategic goals and transformative results and the high-level goals of the country programme;
  • Ensures developing and maintaining close collaboration with traditional and social media, as well as with civil society groups and organizations essential to achieving UNFPA’s advocacy and communication;
  • Drafts, edits, coordinates articles, press releases, human interest stories, social media content, video materials, and other information materials;
  • Coordinates the establishment and content maintenance of the UNFPA website  and other social media platforms for Uzbekistan     
  • Maintains close relationships with programme and communication team of other UN agencies as part of joint work, and extracts key-results and strategic information and communicates it to external audiences, in the best suited format;
  • Assists and provides communication and visibility support to high-level delegations and visits to the programme implementation sites, with a scope to documenting good practices and results;
  • Ensures coordination and oversight of  the development of compelling advocacy and communication materials (e.g., films, infographics, podcasts, video, audio-visual, etc.)      
  • Comply with UNFPA and donor’s branding guidelines during public events, campaigns, and partner-led initiatives.
  • Undertake other tasks, as required by the Representative.

Programme Communication:

  • Leads the implementation of the UNFPA Uzbekistan’s programme initiatives aimed at raising awareness, engaging communities and promoting reproductive health, gender equality, adolescents and youth empowerment, and population and development communication and practices with communities;
  • Coordinates, monitors and ensures the implementation of an awareness  campaigns on challenging harmful social norms and gender stereotypes, promoting gender equality and the empowerment of women and girls in Uzbekistan 
  • Builds the capacity of the national partners and CSOs in effective communication approaches related to behavior and social norms change in support of country programme delivery;
  • Undertakes communication research to better understand audiences targeted by programme interventions. 

Donor Relations:

  • Advises the UNFPA Representative,  Assistant Representative  and the programme teams in developing partnerships with donor communities and other development partners in support of resource mobilization, including organizing donor meetings where needed; 
  • Facilitates the programme teams to report on results and increase visibility of UNFPA programme, UN joint programmes, donors and partners.           

Qualifications and Experience 

Education:  

Advanced degree in communications, journalism, public relations or social/development science field.

Knowledge and Experience: 

  • Prior experience in the field of communication and advocacy on social issues is strongly desired.
  • More than two years of experience in the field of communication and advocacy with governments, parliamentarians, CSOs, and donors is an advantage.
  • Familiarity with UN procedures and working methods or development of donor-funded projects  and familiarity with respective visibility guidelines is an advantage.
  • Experience in advocacy and communication material development is an advantage.
  • Experience in managing social media accounts is an advantage.

Languages: 

  • Fluency in English, Uzbek and Russian is required.
