Under the direct supervision of the Chief of Mission (CoM) and in close collaboration with the relevant units at IOM Denmark Country Office, the National Programme Support Officer will be responsible and accountable for providing technical, administrative and logistical support for the coordination and facilitation of project development, donor and institutional reporting, resource mobilization and partnerships, and assisting with the broader Programme Support functions. |
Identify potential and realistic funding opportunities among government and non-government donors, including the private sector, review calls for proposals and collect donor information, in line with IOM Denmark action plan. Draft donor profile and guidance notes on donor priorities and assist with developing approaches that expand the IOM donor base, contributing to CO resource mobilization strategic plan.
Contribute to programme and project development through drafting, reviewing and refining concept notes, project proposals and annexes, ensuring alignment with emerging trends, organizational strategies and donor priorities, in close coordination with relevant Programme Managers, Country Offices (COs), Regional Offices (RO) and HQ.
Coordinate the endorsement process for concept notes, project proposals and revisions with relevant IOM Country Offices (Cos), Regional Office (RO) and HQ, ensuring compliance and consistency with donor guidelines and priorities.
Provide technical and administrative support for the drafting of donor agreements, LEG endorsements, and signature of agreements, in line with IOM and donor guidelines.
In support of knowledge management, maintain accurate, updated and pertinent records of all correspondences, project development and donor and institutional reporting files, and related information in IOM’s relevant software application.
Contribute to information management including awareness raising and visibility, press releases, website updates and other relevant information-sharing materials in close coordination with media and communications.
Draft and coordinate ad-hoc briefing notes, Talking Points (TPs), flash updates and statistics relevant to IOM Denmark’s as required, including on request of the Regional Office (RO) and HQ, in close coordination with relevant Programme Managers.
Provide regular overview of reporting schedule across Danish funded projects. In close coordination with relevant Programme Managers and COs, coordinate draft donor reports for Danish counterparts in line with IOM policies, standards and internal procedures, as needed.
Support capacity building and training activities in the field of programme development, donor and institutional reporting and support the roll-out of the SRF for CO’s staff through workshops and seminars, in close coordination with the Monitoring and Evaluation Officer
Coordinate the elaboration and dissemination of reports for donors, government and other relevant stakeholders ensuring timely submission and compliance with donor and IOM requirements. Under COM’s guidance, support liaison and coordination with government entities, implementing partners, civil society, and other stakeholders.
Provide the supervisory support to the Resettlement programme / and other activities in Denmark, as assigned, in line with IOM’s policies and procedures, as well as donor requirements
Act as entry point for coordination of IOM DK contributions to Institutional exercises (strategies, action plans, IQ, etc.) in coordination with PMs and project teams as needed
Perform other related duties as assigned.
Required Qualifications and Experience
Education
Master’s degree preferably in Political of Social Science, International Relations from an accredited academic institution with minimum four years of relevant experience; or,
Bachelor’s degree, preferably in Political Social Science, International Relations from an accredited academic institution with minimum two years of relevant experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Previous experience in the field of migration management, project design and management, incl implementation, administrative and financial management.
Proven ability in fundraising and public relations, as well as in liaising with government authorities, UN agencies and institutions and think tanks.
Ability to draft documents clearly and concisely.
Ability to supervise staff and coordinate administrative activities.
Excellent communication and negotiation skills; personal commitment, efficiency, flexibility, drive for results, respect for diversity, creative thinking.
Ability to work effectively and harmoniously with colleagues from various cultures and professional backgrounds.
Skills
In depth knowledge of the Government of Denmark’s migration policies and priorities and other strategic actors working on relevant migration issues in Denmark.
Knowledge of the UN, bilateral donor programming and the European Commission’s funding opportunities in Europe.
Work experience in Denmark on migration, in partnerships with relevant actors.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
