Organizational Setting and Reporting Relationship
The Operations Analyst is assigned to the Operations Coordination Unit (SEOC) within the Southeast Asia Department (SERD). You will be based at our Headquarters in Manila, Philippines.
You will report to designated technical international and senior officer.
Your Role
The Operations Analyst will provide data management and analytical support to overall SERD program monitoring, including country programming, as well as project and technical assistance (TA) processing of SERD.
You will:
- Consolidate and manage the department's nonlending pipeline and related data to support Management's decision on resource allocation and monitor cofinancing/donor coordination activities.
- Support the review, consolidation, and quality assurance of TA programming, including reviewing TA concept papers, funding and administrative documents, to ensure accuracy, compliance with Bank policies and guidelines, and effective monitoring of RETA and SERD TAs.
- Manage data integrity in corporate operations systems (eOps, SovOps, others) for SERD and coordinate with divisions/resident missions in the creation of system records and in ensuring updated and accurate entries.
- Provide TA-related inputs and prepare briefing materials for corporate planning, budget, and management review processes, including the Work Program and Budget Framework (WPBF), Operations Review Meetings (ORMs), Budget Review Committee (BRC) meetings, VPR2 discussions, and ad hoc briefings.
- Support consultant recruitment on Consultant Management System (CMS), including contract maintenance and processing of contract variations, claims.
- Act as focal point and coordinator for the Board Calendar.
- Support departmental operations meetings. Provide inputs to periodic and ad-hoc operations events, reports, briefing materials, and speaking notes. Coordinate with department's business units and other Bank departments on data collection and analysis.
- Perform other tasks assigned by the supervisor and reflected in the work plan.
Qualifications
You will need:
- Bachelor's degree in a relevant discipline e.g., accounting, engineering, mathematics, computer science, data science, etc.
- At least 5 years of relevant work experience; related experience in international agencies will be preferred
- Demonstrated knowledge and understanding of operational processes and procedures of a multilateral development bank.
- Ability to undertake background research and analysis on difficult but well-defined tasks, collect, organize and analyze required data and information, apply appropriate computer skills in analyzing and developing the data, and prepare notes, papers, and sections of reports
- Demonstrated ability to evaluate information using basic problem-solving methods by making simple causal links, pro-and-cons lists, and analyses to reach a decision and set priorities for tasks in order of importance.
- Proven capacity to establish and maintain productive professional relations within ADB and externally with appropriate officials of the host government, donor agencies, and executing agencies
- Proficiency in using computer-based applications including database tools and other required information technologies (i.e. MS Office applications); advanced skills in using Excel spreadsheets are desirable
- Capability to guide other junior administrative staff on assigned areas of work, and work collaboratively with individuals from different cultural/national backgrounds
- Proficiency in written and verbal English.

This appointment is open to internal and external applicants.
This opening is a local staff position. It is open only to nationals and residents of the Philippines.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
