Job Description

NORCAP works to improve aid to better protect and empower people affected by crisis and climate change. We do this by providing expertise and solutions to humanitarian, development and peacebuilding partners, because we believe working together is the best way to reduce needs, risks and vulnerability over time. We seek and promote more effective ways of working at the global level and in the field. NORCAP’s aim is not only to reduce needs, but also to create choice and opportunity for people.

We work with and through our partners to improve aid in two complementary ways:

  • We provide targeted expertise to strengthen our partners’ response

  • We collaborate with partners to develop solutions to unmet gaps and challenges

The European Union Rule of Law Mission in Kosovo (EULEX) is the EU’s largest civilian mission under the Common Security and Defence Policy. Launched in 2008, EULEX supports Kosovo’s rule of law institutions in strengthening effectiveness, sustainability, multi ethnicity, and accountability, in full compliance with international human rights standards and best European practices.

We are looking to recruit a justice monitor for EULEX. The role of the justice monitor is focused on monitoring criminal and civil justice processes, analysing case developments, and assessing the performance of justice institutions. The position contributes to EULEX’s broader mandate to strengthen the Rule of Law in Kosovo by providing impartial reporting, identifying structural challenges, and supporting efforts to promote accountable and human‑rights‑compliant justice services.

This position is for Norwegian citizens ONLY

As Justice Monitor, your responsibilities will include:

  • Monitoring and analysing the Rule of Law environment in Kosovo, with a focus on criminal and civil justice processes.
  • Observing court proceedings, reviewing case files, and engaging with judges, prosecutors, lawyers, and court staff.
  • Monitoring selected cases and assessing the performance of justice institutions against national legislation and international human rights standards.
  • Identifying structural challenges, including potential political interference, corruption risks, and issues affecting minority groups, gender equality, and human rights.
  • Contributing to thematic assessments and supporting capacity‑building initiatives within the justice sector.
  • Supporting coordination and dialogue among justice actors, including judiciary, police/internal security services, and penitentiary institutions.

Required qualifications:

  • A Master's degree or equivalent (EQF Level 7), preferably in Law.
  • A minimum of five years of relevant professional experience.
  • Strong analytical, legal research, and reporting skills.
  • Proven ability to carry out impartial, confidential, and non‑interventionist monitoring work.

Desirable:

  • Experience from justice reform processes or transitional justice work.
  • Familiarity with the Balkans region and knowledge of Albanian and/or Serbian.

This position offers an opportunity to contribute to the strengthening of Rule of Law in a post‑conflict environment through professional, impartial, and meaningful engagement with justice institutions and communities.
