Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
In Cambodia, UN Women's work is guided by the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2024-2028, the Regional Strategic Note, and the Corporate Strategic Plan (2026-2029), These frameworks shape UN Women Cambodia's key priorities in advancing gender equality and women’s empowerment (GEWE). UN Women Cambodia has worked closely with women machinery and relevant line ministries to monitor the implementation of the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) and advance Women Peace Security Agenda (WPS). This connects to the Ending Violence Against Women (EVAW) programme which UN Women has supported the Royal Government of Cambodia (RGC) via the Ministry of Women’s Affairs (MOWA) in developing and implementing of the National Action Plan to Prevent Violence Against Women (NAPVAW), particularly focusing on vulnerable groups such as women migrant workers.
UN Women Cambodia has been a key advocate for gender-responsive policies and actions in climate change and disaster risk reduction (DRR). By building the capacity of national institutions and civil society organisations, the programme enables rural women and youth to actively participate in decision-making processes and apply gender analysis to issues like gender-based violence and climate resilience. A private-sector engagement initiative was launched which aimed at advancing women’s economic empowerment. The initiative also focuses on generating evidence and data to guide investments and develop ecosystems that support gender-transformative innovations. By engaging businesses and other stakeholders, UN Women aims to create more opportunities for women to thrive in the Cambodian economy.
With the support from Government of Japan Supplementary Budget, UN women Cambodia Office in close collaboration with UNFPA, and IOM is implementing project: “Responding to Urgent Needs of Vulnerable Migrants affected by Thailand-Cambodia border crisis and Building Resilience Against Future Shocks”, started in April 2026 and finished in February 2027. UN Women contributes to the project goal by strengthening access to gender-responsive protection services and by empowering community women’s networks to address gender-related barriers. The intervention focuses on enhancing women’s leadership, livelihood, entrepreneurial, financial literacy, and digital literacy skills. Building on existing initiatives under the Ending Violence Against Women Migrant Workers programme in the targeted provinces, UN Women will leverage the capacity of community women networks, partnerships with civil society organizations and government counterparts to ensure relevance, coherence, and effectiveness of the intervention.
Outcome 1: Vulnerabilities of returning migrants and communities at risk of being left behind are reduced through targeted comprehensive multi-sectoral integrated services.
Output 1.1: Returning women migrants and women experienced internal displacements have enhanced access to integrated protection and empowerment packages.
Output 1.2: Returning vulnerable migrants, especially women, including victims of trafficking (VOTs) and other exploitations have access to responsive protection assistance.
The project aligns with UN Women Cambodia Workplan Output 1.2.3: Improved systems, services and community solutions that respond to and prevent discrimination, gender-based violence, abuse, exploitation and other harmful practices, and contributes to Outcome 1.2: By 2028, people in Cambodia, especially those at risk of being left behind, live in an increasingly gender equal and inclusive society with active civic space and enjoy more effective and accountable institutions
Reporting to Programme Analyst, the Programme Associate works with and provides support to the members of the Programme Team in the development and implementation of effective programmes consistent with UN Women rules and regulations. The Programme Associate contributes to monitoring reports, documentation of lessons learnt and impact story, financial management, and programme implementation including providing necessary operational, administrative and programmatic support. The Programme Associate works in close collaboration with the operations, programme and projects’ personnel in the Regional Office as well as UN Women HQs as required for resolving complex finance-related issues and exchange of information
