Organizational Setting and Reporting Relationship

The position of Regional Cooperation Specialist (Trade and Investment) is assigned to the Regional Cooperation and Integration and Trade Division (CCRC) within the Climate Change and Sustainable Development Department (CCSD). CCSD leads thematic operations, knowledge innovation, and partnerships.

You will report to Director, CCRC.

Your Role
The Regional Cooperation Specialist (Trade and Investment) will contribute to the design, implementation, and monitoring of regional cooperation initiatives that promote economic integration, trade facilitation, and regional public goods. The role involves supporting country partnership strategies, investment projects, and technical assistance programs aligned with organizational strategies and regional priorities.

As a Regional Cooperation Specialist (Trade and Investment) you are expected to oversee RCI program development, provide technical inputs, handle stakeholder coordination, promote knowledge and innovation.

You will:

● Identify, conceptualize and support development of RCI operation priorities, including trade, finance, connectivity, and regional public goods.

● Work with sector departments, regional departments, and other relevant teams to integrate RCI priorities into country programming, sector strategies, TAs, and investment projects.

● Provide expertise on RCI issues related to economic integration, trade facilitation, cross-border infrastructure, regional policy harmonization, and regional public goods.

● Develop and administer regional technical assistance (RETAs) on RCI initiatives.

● Develop RCI-relevant knowledge products to support operation priorities.

● Engage with regional organizations, development partners, and government agencies to ensure complementarity of efforts.

● Represent the organization in regional forums and working groups.

● Analyze emerging trends in regional integration, digital trade, financial cooperation, critical minerals, and regional public goods.

● Promote innovative solutions and best practices to address regional development challenges.

● Perform other duties as may be assigned and reflected in your workplan.

Qualifications

You will need:

● A University degree in economics, international development, public policy, or related field; preferably at post-graduate level or its equivalent

● At least 6 years of work experience, including experience with multilateral development banks or similar organizations. International experience working in several countries.

● At least 6 years work experience in regional cooperation, trade, and economic integration.

● Practical experience in project design and implementation for sovereign and non-sovereign operations.

● Experience in TA processing and implementation procedures.

● Strong analytical and problem-solving skills.

● Ability to navigate complex, multi-stakeholder environments

● Written and verbal proficiency in English

● Excellent communication and negotiation skills.

● Experience managing multiple tasks, including coordinating schedules, documents, and project deliverables.

● Experience collaborating with different backgrounds and nationalities.

● Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB.

Additional Information

This appointment is open to internal and external applicants.

This position is crucial to the Workforce Rebalancing Framework (2022-2027), a strategic initiative aimed at enhancing ADB's in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short-term assignments in other departments or offices, when required.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
