Qualifications

Overview of the programme

WHO India Country Office collaborates with the Government of India and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS), to actively support the development and implementation of national health policies, strategies and plans aiming at promoting access to and utilization of affordable and quality health services and improving financial protection against health-related risks.

WHO Country Office for India is supporting the Ministry of Health & Family Welfare to strengthen the existing health systems to cater to the growing needs of mental health and substance abuse, palliative care and elderly care in the country.

Mission of the WHO Country Office for India

The mission of WHO India is to improve quality of life people in India by supporting the government in prevention and control of mental health and substance use disorders, psychosocial issues during health emergencies, palliative care and elderly care in the country etc and strengthening health systems for UHC.

Description of Duties:

Under the overall guidance of the Deputy Head of WHO Country Office India and the direct supervision of Team Leader (Communicable Diseases and Health Emergencies), with a view to help achieve the expected results set out in the relevant WCO-India biennial work plans in accordance with WHO's Country Cooperation Strategy with India (2019-2025), as a part of WCO- India team working on communicable diseases, the incumbent will have the following responsibilities to:

1.    Provide technical contribution in malaria and vector borne diseases and support to the WHO Country office in implementation of the relevant work plans under the WHO-GOI collaborative programme and supporting the monitoring and evaluation of related activities.

2.    Promote the generation of evidence on Malaria and other vector borne diseases and contribute to informed policy level decisions by government and provide cutting edge policy and technical advice.

3.    Help improve the inclusive malaria information systems and foster the development integrated information systems.

4.    Advise on matters regarding equity focused universal health coverage of malaria and vector borne diseases related services and foster the development of models on integrated service delivery for malaria and other CDs.

5.    Advise in strengthening multisectoral response for malaria and integrating, innovative private sector engagement models, strategies for urban malaria and VBDs control and elimination, research and innovations in the prevention, diagnosis, treatment and care, therapeutic efficacy studies, malaria risk stratification, entomology and vector control for malaria and VBDs.

6.    Provide technical assistance and support for the development of locally tailored Malaria strategies and operational plans based on WHO guidance.

7.    Advise MoH&FW and relevant units/departments on accelerated strategies for malaria burden reduction and elimination in continuum approach.  

8.    Support MoH&FW department for sub-national malaria elimination and verification of zero indigenous case and establish prevention of reintroduction in districts that has achieved elimination.

9.    Collaborate with MOH&FW in undertaking national malaria and VBDs reviews, gap analysis, formulate recommendations, and support capacity building efforts in these deficient areas.

10.  Technically review contractual proposals, develop technical proposals, make recommendations to the supervisor regarding WHO's support, undertake necessary activities for mobilising necessary resources for implementation of workplans.

11.  Support information brokering/exchange function of WCO India through contributions to the health information repository at the WCO India by collation, analysis and sharing of relevant health information and statistics.

12.  Prepare administrative and technical reports and undertake any other tasks as may be assigned by the supervisors

Education:

Essential: Medical Degree (MBBS/MD), or University Degree in Health or Epidemiology, Entomology, Tropical Medicine. 

Desirable: Postgraduate degree (Master or PhD) in any of the above or a combination of training and experience. Diploma or certificate of postgraduate studies in communicable diseases, malaria or other vector borne diseases.

Experience:

Essential: At least two years of experience at national level in implementing malaria and vector borne disease programmes.

Desirable: Experience of work in UN/or other international organization. Track record in positions that required strong technical skills within multi-sectoral environment. Experience of vector borne control interventions at national or state level.

Language: Excellent knowledge of written and spoken English and knowledge of Hindi

Functional Skills and Knowledge:

The incumbent should identify with the core values of the World Health Organization. Thorough knowledge of the situation in India with regards to Malaria and Vector Borne Diseases with good understanding of country's needs and priorities, of issues and policies in of various aspects of access to preventive services, care, treatment the rehabilitation. Very good knowledge of WHO policies, programmes and guidelines in the related areas. Sound technical and policy advisory skills, based on evidence. Leadership skills with demonstrated ability to work effectively with government and colleagues in a team setting at national and international levels, to share information and data and make oral and written presentations on technical issues. Very good ability to build and maintain relations and network with national authorities and other stakeholders across relevant sectors. Understanding of the potential motivating factors within national context and ability to adjust to new approaches in an increasingly complex environment. Modern management skills (performance measurement, team management, planning and evaluation, etc.). Capacity to prepare terms of reference and to prepare and monitor and manage the implementation of contractual agreements. Capacity to convey information and options in a structures and credible way; ability to speak and write clearly. Proficiency in computer applications and ability to draft reports.

Excellent knowledge of computer applications; MS packages, ability to make oral and written presentations on technical issues; and ability to write detailed, coherent, and concise briefing documents.

Remuneration:

Monthly remuneration is INR 218,855 taxable as per Indian laws and the appointment will be through Special Services Agreement (SSA) extendable subject to satisfactory performance and continuing need for the function. S/he will be posted at New Delhi. The position may require extensive travel (can be upto 15 days in a month) to the states and districts.

The Technical Coordinator (Malaria) is a national of the country (India) where he/she is to serve, is recruited locally and is not subject to assignment to any official station outside the home country. Only Indian Nationals should apply.
