A roster of suitable candidates will be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).
Organisational Context
The Prosecutorial Administrative Services Division, under the overall management of its Director and management team, provides operational and technical support to the Office of the Prosecutor as a whole, and to the Prosecutorial Pillars and their Unified Teams in particular. Within the Prosecutorial Administrative Services Division, the Planning and Operations Section ensures the confidentiality, safety and security of the operations of the Office of the Prosecutor; it organises the field operations and assists the Unified Teams with their planning.
The Security and Protection Unit is within the Planning and Operations Section and is in charge of the following functions: OTP-wide responsibility for the security of OTP staff and OTP operations; OTP-wide responsibility for the welfare and security of all witnesses and persons interacting with the OTP; Developing Strategic Threat and Risk Assessment’s (STRA) for each investigation with suspect profiles; Developing staff and witness protection strategies for each case based on the STRA; Contributing to and developing operational concepts for each investigation; Contributing to the development of budget forecasts on witness related support and protection; Development of databases, analytical reports, and other material to support OTP decision making as it relates to staff, operations and witnesses; Maintenance of a database, and follow-up in witness related support and protection issues as communicated to the Victims and Witnesses Section (VWS); ; Providing support to the trial proceedings; Production of individual risk assessments for all witnesses; Maintaining and monitoring OTP compliance with protocols, instructions from Chambers, and agreements with third parties as they relate to witness protection; Research and development of methods and strategies to enhance the security, safety and welfare of witnesses and persons interacting with the OTP.
Duties and Responsibilities
Reporting to the Head of the Security and Protection Unit (SPU), the incumbent performs the following tasks:
Essential Qualifications
Education:
Advanced university degree in security and risk management, law, political/social science or other related field, is required. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.
Experience:
A minimum of 2 years (4 years with a first level university degree) of progressively responsible professional experience in analytical activities, with a special focus on security or witness protection and/or related field, is required;
Experience/participation in security operations desirable;
Knowledge, skills and abilities:
Knowledge of languages :
Proficiency in one of the working languages of the Court, French or English is required. Working knowledge of the other is considered an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset.

General Information
- Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025.
- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.

- Post to be filled by a national of a State Party to the ICC Statute, or of a State which has signed and is engaged in the ratification process or which is engaged in the accession process. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.3) to introduce a moratorium on the recruitment by the ICC of staff of non-States Parties’ nationality.
