Job Description

Context

Under the direct supervision of the EU Legal Compliance Officer and the overall supervision of the Chief, Financial Liaison and Compliance Division, the incumbent will support the unit in strengthening the legal and contractual compliance of EU funded projects implemented by IOM worldwide, by providing review and analysis of agreements funded by the European Union (EU) from the EU compliance perspective.

 

  1. Assist in reviewing agreements with the EU institutions from an EU compliance perspective and in ensuring compliance with applicable Framework Agreements between the EU and IOM/UN. Coordinate with Legal Department at HQ and field missions when required; 

  2. Assist in reviewing agreements and contracts between IOM and implementing partners and contractors, where specific EU compliance conditions must be considered. Liaise with the Legal Department when required. 

  3. Assist in providing recommendations to HQ when an EU related contract/agreement entails provisions that are not in line with standard IOM templates and/or internal policies, instructions, regulations and rules. 

  4. Assist in preparing training materials on specific EU contracting matters.

  5. Monitor EU websites for updates and new instructions with regards to EU financing instruments and assist in drafting internal guidelines with interpretations of various EU rules and regulations. 

  6. Assist in analyzing contractual terms of new EU funding streams and assess any incompatibility with IOM standard rules and procedures;

  7. Contribute to providing EU legal compliance guidance to ROs and COs implementing EU-funded project.

  8. Contribute to the Unit’s knowledge management, including collection and analysis of information, feeding the knowledge sharing platforms and tools, contributing to dissemination of innovative and best practices.

  9. Participate in internal and external meetings, as well as undertake duty travel for monitoring and capacity building missions, as required. 

  10. Perform such other duties as may be assigned.

Education
  • University degree or equivalent in Law or related field from an accredited academic institution with a minimum of three years of relevant professional experience
Accredited Universities are those listed in the UNESCO World Higher Education Database.
 
Experience
  • Proven experience on EU legal and contractual matters is a requirement; 
  • Experience in contract review including financial aspects is a distinct advantage; 
  • Experience in preparing training materials is an advantage; 
  • Experience in reviewing legal documents and/or papers is an advantage. 
Skills
  • Excellent analytical skills; 
  • Excellent negotiation and communication skills; 
Languages
  • For this position, fluency in English is required (oral and written).

IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
