Context

Ethiopia has one of the most complex human mobility environments in the world, with factors ranging from conflict, drought, environmental degradation, damage to basic services and infrastructure, to changing livelihood strategies in an evolving political and economic milieu where poverty, and progressive depletion of coping mechanisms available to the displaced and host communities exist in large portions of the country, often leading to more displacements. Health and MHPSS program in Ethiopia supports the vulnerable populations to cope with these situations by providing essential health and MHPSS services including medical consultations, nutrition, maternal and child health, health promotion and referrals to tertiary health facilities. The program has over 25 staff and 17 health facilities supported in Tigray, Amhara, South West, Oromia, Dire Dawa, Benshangul Gumuz, Somali and Afar regions. Health and MHPSS program has been supporting the migrants from the Sudan crisis at the point of entries between Ethiopia and Sudan borders. These activities are integrated with MHPSS program to ensure wholistic approach to patient care. In addition, it supports the governments through health system strengthening activities. 

This is the position be required to support the IOM Health Team towards the successful implementation of IOM Health, Nutrition and MHPSS -related projects in Ethiopia. 

Under the overall direction of the Chief migration health officer with technical oversight of the Program officer – Health and MHPSS, and direct supervision from Senior Project Associate- Migration Health and, the incumbent will be responsible for the implementation of quality health services as part of the IOM Mobile Health and Nutrition teams, in connection with other IOM emergency health activities

  1. Assist in the implementation and monitoring of project activities. 

  2. Retrieve, compile, summarize, analyse, and present information/data on specific project topics.
  3. Monitor budget; verify availability of funds; obtain necessary approval and update budget related information. 
  4. Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
  5. Draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions.
  6. Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation. 
  7. Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions; 
  8. Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project. 
  9. Assist in monitoring work of implementing partners and report non-compliances to the supervisor.
  10. Provides guidance/training to new/junior staff. 
  11. Perform other related duties as assigned
Education
  • University degree in Medicine, Nursing, or public health from recognized university with three years of relevant professional experience. 

Accredited Universities are those listed in the UNESCO World Higher Education Database.
 
Experience
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;

  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,

  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. 
  • 3 year work experience on the area of clinical activities and certification from the relevant authorities. 

Skills
  • Very good communication and interpersonal skills

  • Computer literate.

Languages
 
IOM’s official languages are English, French and Spanish.
 
Required 
For this position, Fluency in English and Amharic is required (oral and written)
