Terms of Reference

The candidate will support the protection determination systems in Ireland as part of a Quality Initiative (QI) project which will involve the conduct of regular quality assurance reviews and the development and delivery of training along with related capacity building activities.

Among other tasks, the candidate may also assist with specialized training in relation to international protection and other related duties including in relation to the transposition of the EU Pact on Migration and Asylum.

Desired qualifications and competencies include:
- Experience in or familiarity with the Irish asylum system including refugee law, practice and policy in Ireland
- Experience in refugee status determination/conducting quality assurance activities
- Good understanding of the EU framework on asylum law
- Good understanding of displacement and protection issues including with respect to an AGD approach to programme and protection work
- Experience in developing and maintaining effective working relationships with a wide network
- Prior UNHCR experience will be considered an asset.

The successful candidate will be offered an Individual Contractor’s contract (local) until 31 December 2026. Working modalities to be agreed but is likely to involve a mix of on-site and remote working.

Remuneration will be equivalent to net annual salary scale established by the International Civil Service Commission (ICSC) applicable to UNHCR local staff at the G7 grade in Ireland.

Contractors must comply with relevant local legislation including, but not limited to, those relating to taxation and social security requirements.
Applicants must have the ability to work and reside in Ireland.
