General Background of Project or Assignment, Operational Context:

UNHCR Armenia implements a multi-year protection and solutions programme focused on supporting refugees, asylum-seekers, stateless persons, and other persons of concern through providing technical assistance in strengthening the legal framework as well as access to services, social protection, legal aid, community-based interventions, and partnership-based delivery. The operational context is characterized by evolving humanitarian and development needs, increased coordination with government institutions, and expanded engagement with national stakeholders. Following the adoption of the National Framework for Inclusive Livelihoods for refugees and host communities, UNHCR Armenia reinforced its field outreach capacity to ensure effective community engagement and presence in host communities to identify needs, inform, refer, connect, build trust with the authorities, various entities and the private sector to convene and catalyse attention to the affected population, as well as inform UNHCR operational response and advocacy efforts.

Purpose and Scope of Assignment:

Desired Candidate Profile

The desired candidate should provide executive support primarily to the Representative, as well as to the executive unit and other units, as necessary and required.

S/he is expected to manage the calendar/schedule of the Representative, support priority settings and follow up on actions and decisions made, track progress, and make recommendations; s/he should timely arrange and prepare meetings, logistics of missions, travels, set appointments, file documents, keep in/out chrono files, and support internal information flow and workflow.

The ideal candidate should also possess strong external relations, communications, and presentation skills and be proficient on use of social media, use of AI tools, and MS Office to support the Representative to actively engage on selected media platforms and produce content on work related matters, with the support and in collaboration with the External Relations Unit.

To carry out all her/his tasks, the Snr Executive Support Assistant should possess excellent communication and drafting skills in both English and Armenian to provide occasional interpretation when needed, write correspondence to high level officials, take notes of meetings and timely produce minutes, notes, concise summaries, reports, and draft more complex messages with some guidance by collecting inputs from other Units. S/he will interact with a broad range of external stakeholders for meeting requests and other purposes.

The candidate should have prior work experience in an international environment, be client and result oriented, team player, problem solver, committed, hardworking, and bring professional knowledge of protocol and diplomatic etiquette; display kindness at all times, tact, diplomacy when interacting both internally with UNHCR staff and externally with governmental counterparts, Embassies, the UN, and other partners. S/he should be able to work independently as well as upon instructions.

S/he should respect confidentiality at all times. Perform other related duties as required.

Language: Required: oral and written fluency in English and Armenian

Senior Executive Support Assistant, Local Individual Contractor, G5 level in accordance with the requirements and duties in below Terms of Reference. Only shortlisted candidates will be contacted and invited for competency-based interview and technical written test.
In person participation is required. Candidates need to be able to legally work and reside in Armenia. This is a full-time position requiring physical presence in the office. Excellent command of both written and spoken Eastern Armenian and English is essential
Duration of the contract, from: 01/04/2026 to: 31/12/2026 or until the end of 2026 from the start date, renewable
Work - 100% (fulltime) during above-mentioned period
Working hours - applicable, monthly regular payment of fees as per ICSC NET equivalent
Suggested Monthly Fee and currency - the estimated amount as per the UN Common System salary scale in Armenia, equivalent to the level of the engagement. The degree of specialization required by the engagement, knowledge, qualifications, experience and skills will be considered to establish the fee. Payment will be implemented by Armenian Drams (AMD) as per the Manager receipt of services.

Senior Executive Support Assistant

Organizational Setting and Work Relationships
The position of Senior Executive Support Assistant is located within a Division/Bureau or Office of the Representation/Head of Office. The role of this position is to provide administrative and secretarial support services to the Head of Office or immediate Supervisor, in order to ensure the smooth running of the Office and its flow and management of administrative and routinely information. This would involve direct contact with other staff members and contacts with the teams of high ranking officials, both within and outside UNHCR.
Subject to the nature of the task/assignment, the incumbent will work independently on routine tasks, while will follow instructions of the supervisor for more complex issues.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity.

Duties
- Provide secretarial and administrative support to the UNHCR Office thus it's better able to meet its objectives.
- Arrange appointments and maintains supervisor's calendar. Receive visitors; places and screens telephone calls and answers queries with discretion.
- Arrange meetings, both internal and external, some involving high-ranking officials, and take minutes and/or notes at meetings.
- Prepare informal translations and may act as interpreter.
- Draft correspondence, documents and reports, some of which are highly confidential.
- Receive, screen, log and route correspondence, attach necessary background information and maintain follow-up system.
- Draft official correspondence, documents and reports on routine matters and/or for clearance by the supervisor and ensure follow-up. Maintain filing system for electronic and hard copy documents.
- Maybe required to assist in Human Resources tasks (attendance record, travel arrangements, preparation of travel authorisation, /claims, etc.) for staff within the unit.
- Assist in the preparation of visit programmes, briefings on issues covered by the Unit, collection of documentation for briefing kits; talking points and other material for missions, meetings and visits.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.
