Project Context and Scope

The International Organization for Migration (IOM) is seeking a qualified Architect or Civil Engineer, licensed to work in Cyprus, to support the technical assessment, renovation, and operationalization of a newly identified building for humanitarian purposes.

Under the overall supervision of the Chief of Mission and the direct supervision of the National Project Officer, the successful candidate will work closely with IOM, Cypriot authorities and contractors to ensure the facility meets all national and EU building and safety regulations, as well as humanitarian and protection standards.

  1. Conduct technical studies and needs assessments for the identified building, detailing required interventions and equipment for operationalization. 

  2. Draft and/or review architectural, civil, electro-mechanical, and topographic studies as needed. 

  3. Coordinate with the Department of Town Planning and Housing (Ministry of Interior) and the Department of Public Works (Ministry of Transport, Communications and Works) to secure necessary licenses.

  4. Oversee and monitor contractors’ work, ensuring quality, safety, and compliance with project requirements.

  5. Supervise interventions including preparatory works, connectivity upgrades, refurbishment, construction, fire safety, accessibility, and installation of furniture/equipment.

  6. Ensure that all works promote safety, security, and accessibility for vulnerable groups, including persons with reduced mobility.

  7. Ensure the renovated facility provides appropriate spaces for sleeping, kitchen, dining, bathrooms, laundry, recreation, counselling, and medical examination, in line with project objectives and requirements. 

  8. Incorporate basic shelter and sanitary standards, safety and security measures, and protection considerations (e.g., lighting, accessibility).

  9. Prepare progress reports, maintain project documentation, and represent IOM in meetings with stakeholders. 

  10. Coordinate handover procedures, including review of technical documentation, certifications, and compliance checks.

  11. Perform logistic and administrative tasks as assigned.

 
Education
  • University degree in Architecture or Civil Engineering from an accredited institution, with at least five years of relevant professional experience. 

  • Master’s degree in the above-mentioned field is an advantage. 

  • Valid professional license to work as an Architect or Civil Engineer in Cyprus.

Experience and Skills
  • Prior    work    experience    with    international    humanitarian           organizations,          non-government       or government institutions/organization in a multi-cultural setting is an advantage;

  • Strong interpersonal and communication skills in a multi-cultural setting;

  • Demonstrated ability to draft and prepare clear and concise formal correspondence and project(s) reports;

  • Strong organizational, facilitation, communication, writing and presentations skills;

  • Excellent level of computer literacy;

  • Demonstrated ability to work well under pressure and keep deadlines.

 
Languages
  • Fluency in English and Greek (written and oral) is required.

IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
