.Background

The Risk Communications and Community Engagement (RCCE) Officer will work under the direct supervision of the lead of the Sexual and Reproductive Health (SRH) and HIV Unit in the Ministry of Health and Medical Services, and will also be co-supervised by the Public Health Specialist in the Pacific Health Security and Communicable Disease Unit (PSC) in the WHO Division of Pacific Support (DPS). The lead of the SRH and HIV Unit will be the primary focal point for day-to-day operational reporting and technical guidance. The Public Health Specialist at WHO DPS will be the primary focal point for contract and operational administration and will also provide additional technical guidance as needed. The WHO PSC Coordinator will also provide technical guidance. The incumbent is expected to work independently but can escalate complex issues and cases to both supervisors.

Job Description

1. Support implementation of the Strategic Communication and Community Engagement Strategy for SRH, HIV, and related infectious diseases. This includes translating the strategy into annual action plans, designing and implementing targeted communication campaigns for key populations, young people, and the general population, and supporting rollout at national and subnational levels using rights-based, age-appropriate, and culturally sensitive approaches.
   Deliverables: Annual communication action plan; at least two targeted campaign concepts and implementation plans; campaign rollout report and reach metrics.
    

2. Lead development of communication toolkits and evidence-based messaging across multiple channels. This includes adapting global and national guidance into consistent messaging to support SRH, BBV, TB, HIV and STI prevention, diagnosis and treatment (including pre-exposure prophylaxis (PrEP) and post-exposure prophylaxis (PEP) uptake, harm reduction), or dissemination via radio, digital and social media, and peer-led platforms.
   Deliverables: Communication toolkit with key messages; channel-specific content packages; message testing summary; final approved materials.
    

3. Serve as the focal point for SRH, Blood-borne Virus (BBV), Tuberculosis (TB), HIV and STI communication and community engagement activities. This includes coordination with communications partner (MOHMS, UN, other ministries and NGOs) media partners, communities, civil society organizations, UN partners, and other stakeholders to ensure alignment, timely dissemination, and consistency of messaging. Manage media relations and public information to ensure accurate, ethical and stigma-free reporting. Monitor and respond to misinformation related to HIV.  Ensure online content adheres to confidentiality, safeguarding, and ethical standards.
   Deliverables: Stakeholder engagement plan; media briefs and press materials; partnership activity log and coordination summaries.
    

4. Support MHMS in coordinating the HIV Communication Technical Working Group. This includes organizing and facilitating monthly meetings, consolidating inputs, tracking actions, and strengthening collaboration among members, including CSOs.
   Deliverables: Meeting agendas and minutes; consolidated technical inputs; action tracker; quarterly TWG progress summaries.
    

5. Establish and maintain community feedback and listening mechanisms. This includes setting up structured feedback channels and synthesizing insights to inform adaptive and responsive communication approaches.
   Deliverables: Community feedback framework; feedback collection tools; quarterly community listening reports; documented recommendations for adaptive messaging.
    

6. Develop tools to assist with the monitoring and evaluation of communications and community engagement activities. Ensure regular reporting of communication and community engagement activities. Contribute to programme reports, donor updates, and knowledge products.
   Deliverables: Regular reports including relevant activities and developed materials.
    

Educational and experience requirements:

Education

Essential: Bachelor's degree or its equivalent in communications, public health, or social sciences, or related field.
Desirable: Postgraduate qualifications in any of the above disciplines will be an advantage.

Experience

Essential: At least 2 years’ experience in risk communication, community engagement, or health promotion within sexual health or HIV programs.
Desirable: Experience with national or donor-funded programs.

Technical skills and knowledge

• Proven knowledge in message development, media relations, and stakeholder coordination.
• Knowledge of graphic design software such as Adobe Suite and/or Canva.
• Strong understanding of behaviour change communication, public health emergencies, and culturally responsive community outreach.

Details of the proposed position:

• Salary for this role will start from FJD 32,999.24 to FJD 53,034.50, based on qualifications and experience.
• Duration of contract: 12 months initially, with potential extension.
• This role is subject to local recruitment and will be filled by Fiji nationals recruited in the local commuting area of the duty station.
