The Position:
In Angola, the National Family Planning Strategy (NFPS) 2017–2021 was implemented to expand access to sexual and reproductive health services, focusing on the provision of modern contraceptive methods, especially for adolescents, youth, and vulnerable populations. The strategy’s term ended in 2021, Ministry of Health (DNSP) plans to develop a new Strategy for the period between 2026 and 2030. A comprehensive evaluation of its implementation (NFPS 2017-2021), assessing achieved results, challenges, and lessons learned is required as a foundation for developing this new Strategy. The United Nations Population Fund (UNFPA) was requested by DNSP/ Ministry of Health to provide a technical assistance both in terms of the evaluation of the previous strategy and the development of a new strategy. To start with, UNFPA seeks a highly competent national individual consultant to conduct an independent evaluation of the National Strategy on Family Planning 2017-2021.

Job Purpose:
The purpose of this individual consultancy is to conduct an evaluation of the previous National Family Planning Strategy, under the guideline/supervision by UNFPA, in close coordination with Ministry of Health / DNSP. The overall goal is to evaluate the implementation of the previous strategy, according to the UNDG’s evaluation criteria: effectiveness, efficiency, relevance, sustainability, and impacts.
You would be responsible for:
To evaluate the implementation of the National Family Planning Strategy 2017–2021, in participatory and evidence-based manners, to support the formulation of the new National Family Planning Strategy 2026–2030 (planned in early 2026). The scope of this consultancy specifically focuses on the implementation of an independent evaluation of the previous FP strategy. The overall goal of the consultancy is to evaluate the effectiveness, efficiency, relevance, sustainability, and impact of the National FP
Strategy 2017-2021. Specific goals are as follows:
● Assess the level of implementation of the activities outlined in the 2017–2021 NFPS using the five evaluation criteria described above..
● Identify the results achieved, good practices, and challenges faced, and lessons learned
● Assess the relevancy - how relevant was the strategy in terms of accelerating the Government’s commitment to FP-related indicators?
● Evaluate the effectiveness of the strategies in achieving desired
impacts
● Assess the cost-effectiveness, if possible. Compare the cost/investment from the government and donors/ partners v.s. How much was spent, and what were the results obtained)
● Evaluate the sustainability of the strategy, especially as the strategy’s term concluded in 2021.
● Formulate strategic recommendations for the 2025–2030 Plan.
Methodologies:
● Gather qualitative data/ insights from different stakeholders through in-depth interviews and focus group discussions (government, civil society, development partners, service providers, and beneficiaries).
● Collect data from users/ beneficiaries of the strategy (women, health providers, adolescents, youth- or women-led organizations working on SRH, etc)
● Desk review of available quantitative data and previous review, monitoring reports, health sector admin data, and any other relevant data for Angola.
● Identify and agree on specific research questions and methodologies according to the five Evaluation criteria described under “overall goal”
● Data analysis and systematization of collected information through triangulation.
● Organize stakeholder consultations to present and validate the findings
Delivery dates and payments:
Deliverable 1: An inception report including a detailed work plan, timeline, and evaluation methodologies. (25%). 4 weeks after start
Deliverable 2: Reports from interviews/FGDs, consultation meetings at national and provincial levels submitted (together with raw data or notes from FGDs/ interviews/ meetings) (25%) 8 weeks after start (to be finished by early February, 2026)
Deliverable 3: A draft report submitted. A presentation of preliminary results in a workshop is done (a presentation and a report from the workshop is submitted) By the end of March 2026 (25%)
Deliverable 4: Final validated evaluation report. By end Abril 2026 (25%)
Qualifications and Experience:
Deliverables
● An inception report that includes the desk review, evaluation methodology/ research questions, and chronogram of the consultancy.
● Raw data/summary of findings from interviews, focus group discussions, and meetings to be saved in a dedicated folder.
● A draft evaluation report and a PowerPoint presentation for the stakeholder validation meeting.
● A final evaluation report (note: outline of the report should be agreed with UNFPA at the inception phase).
Education:
● Higher education in Public Health, Demography, Statistics, Social Sciences, or related fields (Master’s degree or higher).
Knowledge and Experience:
● Minimum of 7 years’ experience in evaluating public policies or sexual and reproductive health programs. Experience working in monitoring and evaluation of public health programs, especially SRH or FP programs would be a strong asset.
● Experience of conducting an evaluation of SRH or FP programs at regional or international levels is a great advantage.
● In-depth knowledge of family planning and sexual and reproductive health.
● Strong analytical skills- both quantitative and qualitative data.
● Proven ability to conduct/ facilitate interviews and FDGs, and other participatory methods of evaluations, and analyze the data.
● Familiarity with national policies and strategies in the health sector.
● Strong analytical writing skills in Portuguese.
Languages:
● Proficiency in Portuguese (written and spoken); English is an advantage.
