Background
UNDP Iraq has recently created a new Country Programme Document (CPD) (2025 – 2029) that will serve to strengthen UNDP´s role as a learning organization ‘fit-for-purpose’ to deliver on Agenda 2030. The CPD is well-aligned with the Government of Iraq´s (GOI’s) National Development Plan and other GOI strategies and action plans, as well as the UN Sustainable Development Cooperation Framework (UNSDCF) 2025 – 2029.
In approaching the new CPD 2025 – 2029, UNDP Iraq is systematically changing how its institutional and programmatic activities are portrayed and financed. Placing emphasis on programme alignment, coordination, and creation of synergies, the CPD is designed to provide the foundation for the whole public policy life cycle that is expected to allow for engagement in new areas of joint work and resource mobilization.
This new approach requires a new structure that will position UNDP in the new country context, as well as engaging skills that will allow for substantive value added through (a) providing thought leadership and innovation, (b) mobilizing strategic resources, (c) ensuring projects are implemented in a smooth, efficient and transparent manner, and (d) engaging on the most pressing and transformational development challenges in Iraq.
The UNDP Iraq CO envisions a new programme office structure adapted to current and future needs of the country, underpinning its advisory and programmatic offer while at the same time delivering solid implementation support. It also promotes a more collaborative approach to work across the office and with external partners.
To achieve this, the UNDP Iraq Country Office must focus on aligning projects, programmes and policy workstreams to UNDP corporate strategy, national priorities, and related frameworks. As such, the Country Office is adopting a new business model in Iraq around a wholistic approach to development portfolio programming. This approach requires excellent programme management and an organizational structure that reinforces the entire programming life cycle including planning, implementation, oversight, monitoring and evaluation, communications, and efficient operations.
The Security Driver is supervised and guided by the Field Security Specialist who defines work objectives. The
Security Driver demonstrates a client-oriented approach, high sense of responsibility, courtesy, tact and the
ability to work with people of different national and cultural backgrounds.
Under the guidance and direct supervision of the Field Security Specialist, the Security Driver provides
services to UN Staff, Consultants and Experts.
Duties and Responsibilities
1. Ensure safe and secure transportation of personnel.
• Function as a driver within a team of security personnel responsible for the transportation of passengers under conditions and circumstances of increased security threats.
• Transport staff members to various destinations as and when required, within the boundaries of the UN Security Policies and Procedures for Iraq.
• Personally responsible for the safety and security of all passengers entrusted to his care.
• Apply working knowledge of the UN security policies and procedures for Iraq, particularly in relation to transportation of UN personnel.
• Strictly adhere to all UN security rules and regulations at all times.
• Drive both non-armoured as well as armoured vehicles.
• Maintain close communication with the Security Liaison Officer or Team Leader during all movements;
• Assist the Security Liaison Officer or Team Leader in accomplishing effective protective security coverage for their assigned Principals and remain vigilant and alert at all times whilst on duty and carry out training in areas of deficiencies to meet higher level of competencies.
• Ensure that the vehicle is not left unattended while on mission and conduct a 360 degrees vehicle sweep before and after any movement
• Ensure readiness for rapid deployment at any time.
• Execute operational procedures and practices dependent on operational environment and observe all national traffic rules and act in accordance with UNDP’s rules regarding vehicle operation and traffic safety.
2. Planning and coordination of secure transportation routes and movement operations.
• Planning of routes, in conjunction with the UNDP and UNDSS Security Units, ensuring the safety of passengers at all times.
• Maintain a close liaison with the UNDP and the UNDSS Security Units ensuring a detailed knowledge of the most safest routes within the region.
• Assist the UNDP Security Unit in maintaining liaison and rapport with the local security authorities and other relevant government authorities when required, perform functions as member of an advance party if required and assist in checking, reconnaissance of routes and destinations prior to the movement of UN personnel.
3. Ensure optimal vehicle maintenance and operational readiness for mission effectiveness.
• Ensure that the assigned vehicle is fully operational and well maintained including inventory of all the necessary communication and emergency equipment readily available and tightly secured in their assigned vehicles such as first-aid kit, fire extinguisher, serviceable spare wheel, wheel changing kit, spare keys, torch, spare water, jumper cable & tow rope.
• Maintain vehicle log books for daily trips and keep records of mileage and fuel consumption of each vehicle.
• Ensure that the assigned vehicles are maintained regularly in accordance to service records of each vehicle and when required.
• Ensure that the assigned vehicles are in good operational conditions: conducting daily checks (oil, fuel, brakes, tyres, battery, tool kits, etc) on all assigned vehicles and before the commencement of any trip/mission, and reporting of any defects to the FSA for immediate repairs and maintenance.
• Ability to carry out minor mechanical emergency repairs on vehicles as and when required.
4. Security Support and Liaison.
• Keep abreast of tactical operational procedures, emergency and contingency planning of UNDP procedures for road movements and participate during team training.
• Assist the UNDP Security Unit in the execution of their duties as and where required.
• Assist with standard Driver duties as and when required.
Perform other duties within incumbent’s functional profile as assigned and deemed necessary for the efficient functioning of the office and Organization.
Institutional Arrangement
Under the oveall guidance of the Field Security Specialist (FSS) and direct supervision of the Security Associate, the Security Driver is responsible for the aforementioned duties.

Required Skills and Experience
Education:
• Secondary Education with a valid driver’s license is required.
• Minimum 3 years of experience in security services, civilian police force, military police or other relevant military operations with a safe driving record is an essential requirement.
Experience:
• Experience in the basic use of computers and relevant office software packages (MS Word, Excel, etc) and ability to use web-based management and electronic log, file and/or scheduling systems.
• Knowledge of driving regulations, rules and laws as well as skills in minor vehicle repair and maintenance.
• Relevant experience with UN/UNDP or an international organizations.
• Knowledge of protocols and security requirements.
• Previous training and experience as a Close Protection/Personal Security Team Driver.
• Familiarity with relevant PSD communication equipment, computer applications.
• Possess good interpersonal skills and ability to work in a multi cultural/ethnic environment with sensitivity and respect for diversity.
Required Language:
• Fluency in English and Arabic is required.
• Fluency in Kurdish is desired.
