Context

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Supply Chain Officer, and in close collaboration with the Regional Office in Cairo, Egypt and in coordination with the Supply Chain Division at Headquarters (HQ), the Associate Supply Chain Officer will be responsible and accountable for supply chain activities, guided by Supply Chain Management (SCM) objectives to  deliver quality goods/services to the beneficiaries at optimal  price and in a timely manner.

  1. Assist the Supply Chain Officer in conducting logistics capacity assessments and market research to inform decision-makers on local market trends and developments.
  2. Support the coordination of supply chain management tasks and activities, including planning, budgeting, and scheduling the provision of goods and services required by the Country Office (CO).
  3. Prepare progress reports, statistical information, and briefing notes under supervision, as required.
  4. Provide support to the supply chain activities, including planning, procurement, warehouse management, transport and distribution, fleet, assets, and facilities management and provide guidance to staff on related policies, rules, and regulations under supervision.
  5. Identify supply chain bottlenecks and propose operational solutions to improve efficiency and timely delivery of goods and services to beneficiaries.
  6. Assist the Supply Chain Officer in reviewing procurement requests and maintaining the vendor list by assessing performance in terms of quality, prices, and timely delivery of goods and services.
  7. Support the solicitation of bids and quotations, process procurement transactions, and ensure compliance with the CO’s delegation of authority matrix.
  8. Assist in the preparation of “Call for Proposals” and bidding documents for programmes and projects, ensuring compliance with procurement rules and regulations.
  9. Ensure timely submission of asset, procurement, and other reports to the CO, Regional Office, and HQ departments.
  10. Contribute to the monitoring and maintenance of office facilities, including coordination of preventive maintenance activities.
  11. Assist in the preparation and administration of contracts, including Long-Term Agreements, and Service Level Agreements (SLAs), in line with approved contractual terms and conditions.
  12. Apply established procurement rules and procedures in support of integrity, transparency, and accountability in related activities.
  13. Perform such other duties as may be assigned.

Education

  • Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution or,
  • Bachelor’s degree in the above fields with two years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience supporting procurement and logistics operations; and, 
  • Experience assisting with coordination of vendors and suppliers and contributing to team activities.
     

Skills

  • Knowledge of IOM/UN internal procurement and financial rules, as well as IOM's system and processes relevant to procurement and logistics; and,
  • Excellent level of computer literacy and good knowledge of Oracle is an advantage.

Languages

IOM’s official languages are English, French and Spanish. All staff members are required to be fluent in one of the the three languages.

For this position, fluency in English and Arabic or French is required (oral and written). Working knowledge of another official UN language (Chinese, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
