Job Description

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Country Office (CO) in the Kyrgyz Republic (KR) was established in 2012 to support implementation of international and national commitments of the country on gender equality and women’s empowerment, including the CEDAW, the Beijing Declaration and Platform for Action, UN Security Council’s resolutions on women, peace and security, and the Sustainable Development Goals. UN Women CO in the Kyrgyz Republic leverages its mandate of normative support, UN system coordination and operational activities for results in line with UN Women Strategic Plan and the Country Strategic Note. Kyrgyzstan CO is increasingly operating with systems aligned with the SDG’s transformation call, and thus it is applying innovation throughout its country level work. The CO is experimenting and paving a path towards a learning organization, and it operates from its premises, which allows open and collaborative spirit for the team and its partners.

The EU-UN Women Action “Zero VAWG Program” in the Kyrgyz Republic aims to advance gender equality and the empowerment of women and girls by preventing and responding to violence against women and girls (VAWG), through a gender-transformative, community-led approach. The programme prioritizes creating and strengthening leadership spaces for women’s and youth civil society organizations, particularly in rural areas, building on results of the EU–UN Spotlight Initiative (2020–2023), and directly empowering around 140 organizations and 1,400 change leaders, while engaging a wider network of actors and organizations. Its three interlinked components focus on: (i) capacity development to enhance technical, organizational and adaptive leadership for effective EVAWG advocacy and programming; (ii) development and institutionalization of innovative “Zero VAWG” community models, including Standard Operating Procedures; and (iii) consolidation and digitization of knowledge on EVAWG through academic, media and other platforms. The Action is fully aligned with the Kyrgyz Republic’s international and national commitments, supports the National Gender Equality Strategy (2022–2030) and the UN Sustainable Development Cooperation Framework Strategic Outcome 4, and contributes to UN Women Kyrgyz Republic’s Strategic Note.

Reporting to the UN Women Kyrgyzstan Country Representative, the Monitoring and Reporting Specialist will provide support to the Kyrgyzstan CO colleagues and will also extend dedicated support to the ‘Zero VAWG Program’ in incorporating monitoring and reporting into programme formulation as well tracking against Strategic Plan targets and the reporting of results to internal and external audiences.

Key Functions and Accountabilities:

1- Facilitate and substantively contribute to the incorporation of monitoring and reporting into programme formulation

  • Facilitate and substantively contribute to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes; 
  • Assist in reviewing baseline data, setting targets, and updating monitoring calendars and field monitoring plans;
  • Include inputs from relevant evaluation findings, conclusions and recommendations into programme formulation;
  • Support the preparation and review of annual work plans and results frameworks, ensuring alignment with corporate standards;
  • Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys;
  • Provide inputs for the review and clearance of donor agreements and Programme Cooperation Agreements (PCAs), in collaboration with program and operations teams.

2- Provide Support and contribute substantively to the monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan 

  • Regularly review and analyze monitoring data from partners and programme teams to assess progress toward expected results;
  • Support standardization of data collection processes and ensure alignment with corporate and donor requirements;
  • Provide support in conducting joint monitoring visits with programme colleagues to collect data, document findings, and follow up on implementation issues;
  • Monitor data from partners/countries on a quarterly basis and provide substantive inputs to regular management briefs to inform decision making;
  • Track financial implementation against programme results and flag discrepancies or delays;
  • Provide support and contribute to the development, implementation, and monitoring of the Kyrgyzstan CO’s Monitoring, Evaluation, and Research Plan.

3- Provide support in facilitation of the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences

  • Provide support in coordinating the timely preparation and submission of donor and programme reports, ensuring quality and consistency;
  • Draft sections of narrative reports and support integration of quantitative and qualitative data;
  • Provide support and consolidate partner progress reports and provide feedback to strengthen the clarity, accuracy, and relevance of reporting;
  • Compile and validate data for corporate results reporting and contribute to the preparation of internal briefs and presentations;
  • Ensure that key findings from monitoring and evaluations are reflected in reporting and planning documents.

4- Provide technical support to the Kyrgyzstan CO in the implementation the UN Women Evaluation Policy 

  • Support the coordination of evaluation processes in line with UN Women’s Evaluation Policy and guidance;
  • Provide inputs into Terms of Reference for evaluations and support the management of consultants and evaluation missions;
  • Liaise with Regional Office and Evaluation Unit on scheduling, quality assurance, and follow-up;
  • Monitor and support the implementation of management responses in the GATE system;
  • Help ensure that evaluations are well communicated and that their findings are disseminated to relevant stakeholders.

5- Contribute to knowledge building and capacity building 

  • Identify, document and disseminate good practices, lessons and knowledge, as identified through programme implementation, monitoring and evaluation activities;
  • Contribute to the development of capacity development tools, presentations on M&E and Results-Based Management including training materials and packages;
  • Facilitate capacity building sessions and one-on-one support for staff and partners in the country in the areas of Results Based Management (RBM), Monitoring and Evaluation;
  • Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E) among all staff members through communication, training, learning and development activities.

Functional Competencies:

Recruitment Qualifications:

Education and certification:

  • Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 2 years with Master’s degree or 4 years with bachelor’s degree of progressively responsible experience at the national or international level in monitoring and reporting of development projects/ programmes is required.
  • Experience in the United Nations systems in desirable.
  • Field experience is desirable.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
  • Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.

Language Requirements:

  • Fluency in English, Kyrgyz is required.
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
