Context

Relief International (RI) is an international non-profit organization that partners with communities impacted by conflict, climate change and disaster to save lives, build greater resilience and promote long-term health and wellbeing.

Our team of more than 7,000 staff and local volunteers work in 15 countries across Africa, Asia, and the Middle East, providing Health and Nutrition, WASH (Water, Sanitation, and Hygiene), Education and Livelihoods programming that creates the foundation for community resilience.

We do this by working with local actors to develop safe and inclusive local programming that is evidence based, conflict sensitive, climate smart, and reaches those in need.

Relief International is an alliance of four organizations with one shared mission, comprised of Relief International, Inc., Relief International-France, Relief International-UK and Relief International-Europe, which operate under a one-team concept under a single senior leadership team.

Job Profile

The Global Safety & Security Training Manager will lead the design, development, delivery, and quality assurance of the organization’s global safety and security training framework.

This is a new role and will establish consistent, high-quality internal training for Relief International staff and partners operating in complex and high-risk contexts. The post holder will be both a strategic lead and an operational trainer, responsible for delivering training directly and building internal capacity across all countries of operation. The post holder will ensure an inclusive approach for safety and security training across the organization.

The role will also include deploying in support of country teams/incident management in a responder capacity. Deployments for training and/or surge support will include travelling to high and extreme risk locations.

Key Responsibilities

Training Strategy and Approach:

  • Develop a global organizational training strategy for safety and security training based on industry and sector best practice.
  • Develop modular training that can be adapted on a need basis. This would include hostile environment awareness training for high-risk locations and preparing staff to respond in such theatres.

Training Design and Internal Trainer Capacity Building and Development:

  • Develop training for both online/e-learning and in-person, ensuring that training content is developed to the intended audience level and need.
  • Ensure that all training is developed using a structured approach while ensuring a sustainable approach to safety and security training that is not person specific in delivery.
  • All training developed will have accompanying comprehensive lesson plans, training material from up to date and relevant sources and facilitator guides including multi-lingual content for ease of delivery by trainers.
  • All training to be developed by an inclusive approach focusing on key risk areas for staff and operations.
  • Develop training packages and content that can be provided to Relief International partners to strengthen their safety and security capacity.
  • Conduct trains the trainer (ToT) workshops for identified staff leading to a sustainable training approach that can be conducted at country or area level by qualified staff.
  • Provide technical guidance and coaching to staff involved in training delivery.

Quality Assurance- Internal/External:

  • Align training with recognized training bodies and standards, where applicable and where possible get training certified by external bodies for quality assurance while ensuring ‘fit for purpose and context' training content.
  • Use continual feedback loops to ensure that training is effective at operational level.
  • Ensure alignment with RI medical governance standards where security training intersects with first aid, trauma care, or medical response.
  • Ensure all training content adheres to the Relief International (RI) Code of Conduct and Global Security and Access Policy, integrating best practices and lessons learned.

External Representation and Coordination:

  • Participate and represent Relief International during external learning development workshops, ensuring RI is a partner for new sector training initiatives.
  • Work with counterparts from external organizations for collective, effective and cost-efficient training initiatives.

Deployment/Surge Support:

  • Deploy either as the security lead or in support of a country program or operation during normal operations or during a critical incident or startup of a new program.
  • Deployment(s) could include conducting security risk assessments, the development of comprehensive contingency plans and taking the lead in developing countries or area security management plans.
  • During deployments, the role operates under the authority of the Global Security Lead and may act as the delegated security lead when assigned.

Person Specification

Skills, knowledge and expertise required for the role.

Essential criteria

  • Advanced university degree with commensurate work experience. Significant relevant working experience will be considered without a third level degree.
  • Minimum 8 years of progressive experience in security and access management in high-risk settings conflict and post conflict settings in both response and training delivery.
  • Minimum of 5 years’ experience in security risk management in an INGO/NGO in a management position.
  • Proven and evidenced experience developing and delivering both online and face-to-face training to adult learners.
  • Significant prior experience in adult capacity development and Canbe
  • Certified in adult learning and hold training qualification (e.g. Level 3 Award in Education & Training or equivalent).
  • Minimum of FREC 3, MIRA or advanced qualification which is current, in date and certified to provide emergency first aid training to a basic or advanced.
  • Qualified and certified to deliver emergency HEAT and first aid/trauma care from a recognized training body or entity.
  • Significant experience in crisis/critical incident management and providing CMT/IMT training to senior management teams.
  • Excellent communication skills and ability to work effectively with colleagues in a multi-culturally sensitive setting.
  • Team player but the ability to work independently, set priorities, and manage time in line with set goals.
  • Proficient in Microsoft Office suite and mapping software such as ArcGIS or similar platforms and the ability to teach basic mapping to learners.
  • Proficient in tracking and satellite communication systems including the training of staff on such platforms.
  • Fluency in written and spoken English

Desirable criteria

  • Advanced Certification in SRM and/or risk management by a recognized awarding body.
  • Internationally recognized and comparable certifications (e.g. NEBOSH, IOSH, Security Risk Management qualifications).
  • Working knowledge of Arabic and/or French.
