Save the Children Vanuatu is seeking an experienced national consultant or team to lead formative research and design a Social Behaviour Change Communication (SBCC) package under our Helti Pikinini, Helti Vanuatu (HPHV) project.
About the Project
Helti Pikinini, Helti Vanuatu (HPHV) is a DFAT ANCP-funded initiative that aims to reduce undernutrition and WASH-related health concerns among children under five in Vanuatu. Running from August 2025 to July 2029 across 20 communities in Shefa and Sanma Provinces, the project focuses on ensuring children have a healthy start in life through:
· Community-based rehabilitation of malnourished children using Positive Deviance/Hearth approaches
· Improved hygiene and sanitation through infrastructure and behaviour change
· Food security activities to increase access to nutritious diets
· Development and scale-up of a Social Behaviour Change Communication (SBCC) strategy
· Building evidence and government partnerships for sustainability
To achieve these goals, we are commissioning a consultancy to design and deliver a robust SBCC package that will drive positive behaviour change among caregivers and communities.
About the Assignment
As the consultant or consultant team, you will:
· Conduct formative research using Barrier Analysis (Doer/Non-Doer methodology) to identify barriers and enablers to key behaviours
· Develop an SBCC strategy brief with clear messages, framing, audiences, and delivery modes
· Review and design IEC materials (flipcharts, posters, innovative nutrition tools) and facilitate user testing to ensure cultural relevance and inclusivity
We’re Looking For
· Proven experience in behaviour change research, SBCC strategy development, and IEC material design
· Strong background in nutrition, WASH, or health, ideally in Pacific contexts
· Ability to conduct inclusive and ethical studies involving caregivers and vulnerable groups
· Excellent communication skills to translate technical findings into practical tools

· Inception report and ethics submission
· Barrier Analysis study report
· SBCC strategy brief
· Final print-ready IEC package
