Job Description
Result of Service
The Project Coordination Officer will provide high-quality coordination, planning, implementation, and reporting support to the Health Financing Project: “Unlocking Fiscal Space and Driving Innovation to Transform Integrated SRH and PHC Financing in Africa”, funded by a donor.” The project will be officially launched as a side event during the Conference of African Ministers of Finance, Planning and Economic Development to be held in Morocco in 2026. The result of the service will be an efficiently managed health financing project, with timely delivery of activities, organized project-related events (including the launch side event), and high-quality narrative and financial reporting in line with UNECA regulations and the Grant Agreement.

Duties and Responsibilities
Under the overall guidance of the Executive Secretary and the direct supervision of the Chief of Staff, the Project Coordination Office will perform the following duties: 1. Project Planning and Implementation Support • Support the operationalization of the Grant Agreement and approved Project Document and Budget, including preparation and monitoring of the Annual Work Plan and Budget. • Coordinate with relevant ECA divisions, finance, procurement, human resources, and other support units to ensure the timely implementation of project activities and the delivery of outputs. • Support the organization and implementation of project activities, workshops, technical meetings, and the official project launch side event. 2. Monitoring, reporting, and donor liaison • Maintain activity and budget tracking tools to monitor implementation progress, expenditure against budget lines, and key performance indicators; • Contribute to the preparation of annual and final narrative and financial progress reports in accordance with the Grant Agreement, UN Financial Regulations and Rules, and donor requirements. • Support the organization and documentation of quarterly virtual or in-person review meetings with donors, including preparation of agendas, presentations, and minutes. 3. Operational coordination and compliance • Liaise with internal units on procurement, travel, contracts, and recruitment related to project activities, ensuring full compliance with UN regulations, rules, and policies. • Support arrangements with implementing partners and service providers in line with UN rules and Grant Agreement provisions. • Ensure compliance with anti-corruption, anti-terrorism, conflict of interest, sexual exploitation and abuse, and confidentiality requirements. 4. Knowledge management and communication • Coordinate the preparation of knowledge products, communication materials, and visibility actions related to SRH/PHC financing and fiscal space. • Support strategic communication and outreach related to the project, including the launch side event. • Maintain a well-organized electronic and physical filing system of all project documentation, including agreements, reports, work plans, correspondence, and meeting records. 5. Cross-cutting Programme and Institutional Support • Contribute to internal briefings, dashboards, and senior management updates on the status of the health financing project. • Support early identification of implementation risks, delays, and capacity gaps, and propose corrective actions. • Perform any other related duties as may be required in direct relation to the health financing project.
Qualifications/special skills
• An advanced university degree (Master’s degree or equivalent) in Project Management, Public Administration, Business Administration, Economics, Development Studies, Social Sciences, International Relations, or a related field is required. • A first-level university degree (Bachelor’s) in the above fields, combined with two (2) additional years of qualifying professional experience, may be accepted in lieu of the advanced university degree. • A minimum of five (5) years of progressively responsible experience in project or programme management, preferably in an international or regional organization, is required. • Experience in coordinating high-level conferences or intergovernmental meetings is desirable. • Experience with donor-funded projects, including work planning, budgeting, and results-based reporting, is desirable. • Experience in health financing, public financial management, or social sector financing in Africa is an asset. • Strong organizational, coordination, and planning skills. • Excellent drafting skills (reports, briefs, concept notes, presentations). • Ability to work under pressure, manage multiple priorities, and meet tight deadlines. • Strong interpersonal and communication skills, with the ability to work effectively in a multicultural environment and to liaise with senior officials, partners, and stakeholders. • Good command of standard office software (Word, Excel, PowerPoint); familiarity with project management or monitoring tools is an asset.
Languages
English and French are the working languages of the United Nations Secretariat. For this assignment, fluency in English (oral and written) is required.
