ORGANIZATIONAL CONTEXT
Job holders operate with a high degree of independence, manage more junior staff to ensure that Programme and policy objectives are achieved in full. They are usually involved in a wide variety of Programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.
JOB PURPOSE
The Government of Nepal, with technical assistance from WFP, has developed and endorsed a national Home-Grown School Feeding Framework. The framework mainstreams key directives into national Mid-Day Meals implementation guidelines and provides a guiding structure for integrating local food systems and school feeding. Home-Grown School Feeding has been piloted in selected districts demonstrating its potential to enhance both educational and agricultural outcomes.
With support from the Global Partnership for Education (GPE), the Government now intends to scale up the home-grown school feeding approach across 250 local governments, with WFP’s technical assistance. The home-grown school feeding approach promotes the use of locally produced, nutritious food in school meals, thereby strengthening local food systems, supporting smallholder farmers, and improving children’s nutrition and learning. Effective implementation requires strong coordination and capacity across national, provincial, and local levels of government. The Ministry of Education, Science and Technology has allocated resources to scale the home-grown school feeding approach in 100 local levels for the current fiscal year (ending July 15, 2026). In line with WFP’s commitment to the Government, it is essential to cascade the required trainings as early as possible to ensure timely and effective utilization of these resources and to support high-quality programme implementation.
To enhance understanding, planning, and implementation capacities for home-grown school feeding, WFP Nepal is organizing training sessions for WFP staff followed by provincial level training for representatives from local governments. The training will enable participants to provide structured, quality, technical assistance in home-grown school feeding roll-out, using a food systems lens.
To support this effort, WFP seeks a consultant / expert to design, facilitate, and document the training programme. The main objective of the Home-Grown School Feeding Expert is to design, deliver, and document capacity-building training in home-grown school feeding approach for national and subnational (provincial and local) government representatives, WFP staff and other stakeholders engaged in school meals programme.
The purpose of the position is to (1) Strengthen capacity of WFP staff in the principles of the home-grown school feeding approach, the national framework, and the operational handbook; (2) enhance knowledge on integrated programming, food systems, and linkages between WFP-supported and government-led programmes; (3) clarify implementation steps and priorities at local government and school levels; and (4) support participants in developing actionable plans for initiating and scaling home-grown school feeding in their respective municipalities.

Under the supervision of the Programme Policy Officer (School Meals Programme Manager), the incumbent will:
Qualifications & Experience Required
Experience:
At least three (3) years of postgraduate professional experience in school feeding, food systems, local governance, and/or capacity development. Demonstrated experience conducting Training of Trainers and designing adult-learning modules. More years of postgraduate professional experience in the area of work is desirable. Must have strong understanding of home-grown school feeding concepts. Experience working with government stakeholders and development partners in Nepal is an asset.
Education:
Advanced University degree in education, nutrition, agriculture, food systems, public health, or related field.
Knowledge & Skills:
Must have an excellent understanding of home-grown school feeding. Excellent facilitation, communication and report-writing skills essential.
Language:
Excellent communication skills in both written and spoken English and Nepali languages. Knowledge of local language will be an added advantage. Nepali typing skill is an asset.
