The temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The Incumbent reports to the Chief/Deputy Security Officer or to a Senior Security Officer. The principal duty of the Security Officer is to effectively ensure the safety and security of UN staff, UN property, project personnel and eligible dependents in the field mission as well as to enhance the credibility of the United Nations as an instrument of peace and justice. The temporary position is based in Port-au-Prince and is located with the Safety and Security Section, Movement Control.
Responsibilities
Under the general supervision of the Chief/Deputy Security Officer or to a Senior Security Officer, the Security Officer, FS-6 will perform the following tasks: Contributes to the PSA/CSO/Security Coordination Officers in the office management procedures and/or supervises a Security Unit, as needed; Strategizes and develops effective security and contingency plans for a security unit and its operations; Conducts assessment of prevailing local security conditions, identifying security trends and advising UN personnel, project personnel and eligible dependents on security issues; When required serves as a member of the Security Cell, implements and evaluates the security plan; Evaluates air, land and sea emergency evacuation capability; assists in the supervision of evacuation exercises and recommends appropriate action; Determines accessible areas, maintains tracking systems and coordinates a 24-hour Emergency Response System; Analyzes the level of security risk for the area of operations; Monitors, conducts or coordinates security operations; Maintains continuing lines of communication with security focal points and other UN or non-UN stake holders; Briefs the PSA/CSO/Security Coordination Officer or Deputy PSA/CSO on the status, activity and requirements of the unit; In coordination with Fire Marshal ensures that fire prevention devices and fire-fighting equipment are available on the premises; Reviews fire evacuation plan and coordinates fire drills and training as necessary; Conducts physical security inspections of facilities; Assumes responsibility for guard force management; Monitors and evaluates office physical security measures and conducts security surveys of installations and facilities; implements security arrangements. Provides advice and training to UN personnel and eligible dependents on security matters; Identifies the training needs of security and mission’s staff; Assists the investigation of security-related incidents involving UN personnel, project personnel or eligible dependents; Identifies gaps in existing capability and recommends amendment accordingly; Participates in the planning process of protective services for Senior UN Officials, as necessary; Drafts Statements of Requirement and provides technical specifications for the procurement of section security equipment; Inspects security equipment and ensures minimum equipment requirements are purchased, maintained and deployed; Supervises the issuance of identity cards, background checks and entry controls, as appropriate; Manages a warden system according to policy; Acts as Duty Officer within the Security Section; Performs other duties as required.

Education
High school diploma or equivalent is required.
Job - Specific Qualification
Security certification programme is desirable. A formal training in investigative skills, security coordination and operational planning and/or proven initiatives in a field of study that is directly related to security, safety and management is required.
Work Experience
A minimum of ten (10) years of progressively responsible security management experience, either within the UN security system, or a nationally recognized civilian or military entity is required. The minimum years of relevant experience is reduced to 5 years for candidates who possess a first level University Degree. Commissioned military or senior level police experience, including experience of command in a military or police organization is required. Security management and supervisory knowledge, programme management, security staff supervision, ability to work harmoniously with the UN field mission in an integral team to timely and accurately conduct security and safety operations for the field mission is desired. Good leadership and "people" skills to work closely with international and national civilian and military personnel in an effective manner to keep teamwork to the maximum and problems to the minimum, while never losing focus of the job at hand and the overall mission requirements is required. Experience in the United Nations system is required. Experience in cost management, budget formulation, financial monitoring, other related areas is desirable.
