The Ministry of Health (MOH) Indonesia is committed to strengthening the national health system to achieve Universal Health Coverage (UHC) by ensuring equitable access to quality health services across the country. Recognizing that an effective and well-distributed health workforce is central to this goal, MOH has prioritized efforts to strengthen Human Resources for Health (HRH) policies and systems.
Despite progress in expanding the number of health workers and building training capacity, Indonesia continues to face challenges in the equitable distribution, quality, and efficiency of its health workforce. The growing role of the private sector, as well as international mobility of health workers, further influences the dynamics of the health labour market.
To address these challenges, the MOH, in collaboration with the World Health Organization (WHO), will conduct a Health Labour Market Analysis (HLMA) from December 2025 to April 2026 to generate evidence on workforce supply, demand, distribution, and governance. The HLMA will provide an analytical foundation for the planned policy dialogue in 2026, which will discuss key workforce challenges and policy options to strengthen HRH planning and management.
To achieve this, 5 key steps will be undertaken:

Essential: Bachelor’s degree in public health, Nursing, Statistics, Health Information Management, Data Science, or a related field.
Essential: At least two years' experience working with MOH, DG SDMK on HRH policy and planning frameworks.

The consultant may be required to undertake domestic travel in support of HLMA-related activities, including workshops, stakeholder consultations, and coordination meetings.
All travel will require prior WHO approval and will be arranged through the WHO Travel Request mechanism, following applicable rules and allowances.
Rate: IDR 15,000,000/month, part-time 25%
