Duties and Responsibilities
The purpose of this agreement is to secure an independent technical advisor, to support the assessment and selection of proposals under the Digitalisation for Flexible and Resilient Energy systems call for proposals. The energy sector lies at the crossroads of the climate and economic recovery challenge. On the one hand, energy is the foundation of economic prosperity and a key driver for a resilient recovery. On the other, the energy sector is responsible for 70% of global greenhouse gas emissions and must be decarbonised to address its environmental impact. To ensure sustainable growth that is consistent with the Paris Agreement, the share of electricity generated from renewable sources must be increased rapidly. To ensure renewable integration happens smoothly, the flexibility and resilience of the grid must be improved by modulating demand to deal with weather-dependent supply. In this framework, digitalising energy systems to obtain and interpret data could transform the sector and assist in its transformation to a low-carbon, efficient, and resilient development. In this context, to step up global climate action and uptake of clean energy models and building on the success of Phase I of the Initiative, the Italian Ministry of Environment and Energy Security (MASE) in collaboration with the UN Environment Programme (UNEP) launched a second public call for proposals on digitalisation for flexible and resilient energy systems. Proposals are expected to showcase innovative business and regulatory models for the uptake of smarter digital power infrastructure. The proposals were submitted from the following countries: Brazil, South Africa, Morocco, Tunisia, Kenya, Nigeria, Ethiopia, Tanzania. Pilot projects will feed into the International Energy Agency (IEA)’s led “Digital Demand-Driven Electricity Networks (3DEN)” Initiative. 3DEN is an 8-year inter-agency initiative focusing on the policy, regulatory, technology and investment context needed to accelerate progress on power system modernisation and effective utilisation of demand-side resources. The support of independent technical consultants is sought to support the open call for proposal selection process. More specifically, the technical experts will sit on the assessment team for the open call for proposals, supporting the assessment of relevant proposals from based on their background. Two consultants are to be selected – One for proposals from Tunisia, Morocco, and Nigeria, and another for Brazil, Kenya, Ethiopia, Tanzania, South Africa. The technical experts will do so under the supervision on Project Manager of the Mitigation Branch, Climate Change Division, of UNEP.
