BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

In 2018, the World Food Programme (WFP) re-established its presence in the Caribbean by opening an office in Barbados. This Caribbean Multi-Country Office supports 22 countries and territories across the English- and Dutch-speaking Caribbean. Its capacity strengthening programme focuses on key areas such as vulnerability analysis and mapping, end-to-end supply chain management, shock-responsive social protection, food systems strengthening, and climate risk financing. During times of crisis, WFP collaborates with partners to deliver direct assistance when national and regional capacities are exceeded, providing food, cash or voucher support, and emergency logistics or services.

The Caribbean region is highly vulnerable to climate hazards including hurricanes, floods, and droughts, which often result in loss of life and significant economic damage. This consultant roster aims to strengthen regional capacity by engaging experts who can support the design, implementation, and coordination of AA and emergency preparedness initiatives.

Candidates selected for this roster will manage a varied portfolio of emergency and/or anticipatory actions programs and projects, in coordination with strategic partners (government, NGOs, private sector, donors), on key issues for the multi-country office and its satellite offices.

The consultancy level assigned to candidates selected for the roster will be determined based on their years of relevant experience and the results of their technical assessments.

KEY ACCOUNTABILITIES/RESPONSIBILITIES (not all inclusive):

CST LEVEL I:

Anticipatory Action (AA)

  • Support the design and implement FBF/AA protocols tailored to Caribbean hazard profiles.
  • Support the development of early warning triggers, thresholds, and risk models.

  • Explore forecasting capacities and lead time requirements for readiness actions.
  • Coordinate with government and humanitarian actors to integrate AA into national disaster plans.
    Develop and/enhance the SOPs of AA in countries.

Emergency Preparedness and Response

  • Assist in emergency preparedness assessments and contingency planning.
  • Support logistics and supply chain readiness to enable rapid response.
  • Co-facilitate simulation exercises to strengthen emergency coordination mechanisms.
  • Support technical assistance on emergency response frameworks and Standard Operating Procedures (SOPs).
  • Participate in deployment to emergency situations when required, assisting WFP and partners in delivering life-saving assistance and ensuring operational coordination.
  • Assist project management for specific programmes and projects of considerable size and complexity.
  • Support the use of technological tools and solutions to enhance operational effectiveness and efficiency.
  • Communicate technical issues related to emergency and anticipatory actions, internally and externally, to improve visibility of emergency operations.

Cross-Cutting

  • Contribute to knowledge products, training materials, and policy briefs.
  • Monitor and evaluate AA and preparedness activities for continuous improvement.
  • Liaise with regional institutions and donors to align strategies and mobilize resources.
  • Support capacity building of WFP staff, partners, and national governments.
  • Provide guidance to support staff and assist with analysis and queries.
  • Other duties as assigned.

CST LEVEL II

Anticipatory Action (AA)

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • Advanced University degree related to disaster risk management, environmental sciences, food security, climate change adaptation, development studies, social sciences, or related fields. Or first degree with additional years of experience.

Experience:

CST LEVEL I: 3-5 years of experience in disaster risk reduction, emergency preparedness, or anticipatory action.

CST LEVEL II: 5-10 years of experience in disaster risk reduction, emergency preparedness, or anticipatory action.

  • Proven experience in designing and implementing FBF/AA systems or emergency response plans.
  • Strong analytical skills in hazard modeling, vulnerability mapping, or early warning systems.
  • Excellent communication and stakeholder engagement skills.
  • Ability and willingness to deploy to emergency situations on short notice.
  • Familiarity with Caribbean disaster risk context and regional institutions is highly desirable.

Knowledge & Skills:

  • Strong understanding of disaster risk reduction, emergency preparedness, shock-responsive social protection and anticipatory action frameworks, particularly in climate-vulnerable regions like the Caribbean.
  • Knowledge of emergency response protocols, supply chain readiness, contingency planning, and operational coordination during crises.
  • Ability to contribute to strategic planning, SOP development, and policy formulation in alignment with WFP and regional frameworks.
  • Proven skills in managing multi-stakeholder projects, including planning, implementation, monitoring, and reporting against results frameworks.
  • Ability to design and deliver training, workshops, and technical support to strengthen institutional and community preparedness.
  • Strong written and verbal communication skills for producing knowledge of products, policy briefs, and visibility materials that enhance awareness and support resource mobilization.

Languages:

  • Fluency in English is required.
  • Fluency in Spanish and/or Dutch is desirable.
