Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. ORGANIZATIONAL CONTEXT AND SCOPE:
IOM is committed to the principle that migrants and society benefit from humane and orderly migration. IOM began operations in Thailand in 1975, assisting with the resettlement of refugees in countries where they could obtain permanent residence. Since that time, IOM activities in the country have significantly expanded in terms of both their geographic scope and target populations.
IOM's cooperation with the Royal Thai Government (RTG) has expanded to cover all aspects of migration affecting the Kingdom and its neighbours, including labour migration, migration health, counter-trafficking, emergency and post-crisis, institution building, border management, research, and private sector collaboration since the Kingdom of Thailand became a member state in 1986.
In 2024, IOM is one of the largest UN agency in Thailand, with over 450 personnel, seven offices and eleven mission sites. The northern offices are Mae Sot, Mae Hong Son, Mae Sariang, and Chiang Mai.
Under the direct supervision of the Senior Supply Chain Management Assistant and overall supervision of the Supply Chain Officer, the incumbent will be responsible and accountable for supporting the Supply Chain functions in Bangkok.
- Receive and consolidate all procurement requisition forms; verify they have all the required information and comply with the Purchase Authorization Matrix and other office instructions and obtain any necessary additional information.
- Prepare tender documents, solicit bids and quotations as applicable; prepare bid analysis summary and share it with the requesting unit.
- Once the purchase is approved, confirm terms of agreement with selected suppliers, prepare the relevant documentation (purchase order, contract, etc.) and coordinate the required authorizations.
- Monitor status of open requisitions and follow up on the timely delivery of goods and services; upon delivery; liaise with the receiving unit to obtain satisfactory delivery notes.
- Review vendor invoices, prepare payment requests and follow-up with Finance the timely payment to suppliers/service providers.
- Maintain physical and electronic records of all documentation through the procurement cycle in accordance with IOM instructions and procedures; retrieve and present information from the system and support preparation of periodic reports.
- Conduct market surveys to identify potential new suppliers/service providers; participate in their evaluation regarding quality, prices and services in line with the organization’s best interests.
- Keep track of any contractual agreements and inform concerned parties for timely renewal; monitor office supplies and service and prepare requisitions when required and follow-up with Finance Unit the payment of utilities invoices.
- Provide technical information to all staff in the office on procurement related instructions and procedures.
- Perform logistics tasks related to property and asset management, warehousing, insurance coverage, maintenance, and transportation.
- Support the coordination of transportation needs and drivers’ movements; verify all logbooks are properly maintained and monitor fuel consumption and vehicle’ maintenance records.
- Monitor activities of contractors working on the office premises.
- Support the organization of meetings, workshops and trainings.
- Perform other duties as may be assigned.
EDUCATION
- University degree in Business Administration, Accounting, Logistics, Supply Chain Management or a related field from an accredited academic institution with two years of relevant professional experience; or
- High school diploma with four years of relevant professional experience
- Certification in Procurement, Logistics or Supply Chain Management is an advantage

EXPERIENCE
- Experience in procurement and logistics and working with vendors and service providers.
- Experience with asset management process.
- Experience working with IOM/UN Procurement and Logistics Rules and Procedures is an advantage.
- Ability to work in a team; able to initiate and manage group studies and to learn more about supporting the current infrastructure.
- Able to work with minimum supervision.
- Prior experience in usage of SAP / Oracle is an advantage.
- Experience working in an international organisation an advantage.
SKILLS
- High level of computer literacy in including proficiency in computer skills, including proficiency in MS Office Packages such as excel, word, Power point, SharePoint, outlook, etc.
- Strong interpersonal and intercultural skills with proven ability to work effectively and harmoniously with a team of colleagues.
- Ability to prepare clear and concise report and to analyze and interpret source information and data.
- Excellent organizational skills with the ability to manage multiple tasks simultaneously under time constraints.
- Advanced communication and negotiation skills.
- Good analytical and problem-solving skills with creative thinking.
LANGUAGES
- Fluency in Thai and English (oral and written) is required.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
