Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S Government and the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand improve maternal, newborn, and child health (MNCH), address malaria; improve nutrition and promote health systems strengthening (HSS) including supply chain management. In Haiti, EpiC implements HIV, MNCH and nutrition activities, working closely with the Ministry of Public Health and Population (MSPP).

Job Description

FHI 360 is seeking a Technical Advisor, Community MNCH/Nutrition for the EpiC Haiti project. The advisor will provide technical leadership for community-based MNCH and nutrition programming, ensuring successful implementation of activities and achievement of workplan targets. The role will strengthen linkages between communities, health facilities, and other partners to improve health outcomes for mothers, newborns, and children.

This position will provide technical oversight, mentorship, and quality assurance for all community-level MNCH and nutrition activities, including community activities related to antenatal and postnatal care, child health, growth monitoring, nutrition screening, IYCF promotion, household visits, and referral mechanisms. The position will report to the Senior Technical Advisor, MNCH/Nutrition, and work closely with community organizations, departmental health offices, and implementing partners.

The position will be based in Port-au-Prince, Haiti and work out of the FHI 360 Country office. Preference is for Haitian national candidates.

Accountabilities

  • Provide overall technical leadership in the design, implementation, and monitoring of community MNCH and nutrition interventions, ensuring alignment with national priorities and EpiC’s goals.

  • Lead the development and adaptation of community-level strategies, guidelines, and tools to improve maternal, newborn, and child health and nutrition outcomes.

  • Provide ongoing technical assistance and mentorship to implementing partners, community health workers (CHWs), and local NGOs to strengthen household and community-level MNCH and nutrition practices.

  • Oversee the integration of MNCH and nutrition promotion within broader community health platforms, including household visits, outreach campaigns, and health promotion events.

  • Strengthen community-facility linkages to ensure effective referral, counter-referral, and follow-up systems for mothers, newborns and children.

  • Collaborate with local authorities, Departmental Health Directorates (DDS), and the MSPP to ensure interventions are consistent with national policies and contribute to health system strengthening.

  • Monitor availability of essential MNCH and nutrition commodities at community and facility levels and collaborate with departmental teams and Procurement and Supply Management (PSM) to anticipate and mitigate shortages.

  • Facilitate the use of community MNCH and nutrition data for local decision-making, supporting EPIC leadership in identifying trends, performance gaps, and best practices for replication.

  • Guide the development of community engagement strategies to promote healthy nutrition and maternal practices.

  • Support the monitoring, evaluation, and reporting of community MNCH and nutrition activities in coordination with the Monitoring, Evaluation and Learning (MEL) team.

  • Promote quality assurance and continuous improvement through supportive supervision, data review, and documentation of best practices.

  • Contribute to the preparation of technical reports, workplans, and donor deliverables, ensuring accuracy, consistency, and timely submission.

  • Represent EpiC in technical coordination meetings and working groups with MSPP, and partners to strengthen alignment and coordination.

Applied Skills

  • Strong technical understanding of community-based MNCH and nutrition programming, including maternal and newborn care, infant and young child feeding (IYCF), growth monitoring, and malnutrition prevention.

  • Proven ability to design and deliver training programs, mentoring, and capacity-building activities for local partners and CHWs.

  • Excellent skills in program implementation and supervision, ensuring high-quality delivery of community interventions.

  • Ability to develop, adapt, and apply technical tools, guidelines, and protocols relevant to MNCH and nutrition services.

  • Demonstrated ability to analyze and interpret program data, identify performance gaps, and recommend data-driven solutions.

  • Skilled in community mobilization and participatory approaches, including working with women’s groups, local leaders, and community networks.

  • Strong interpersonal and communication skills with the ability to coordinate across multiple partners and work collaboratively in a multidisciplinary team.

  • Proficiency in strategic planning, problem-solving, and adaptive management in fast-paced environments.

  • Commitment to promoting locally led development in all aspects of program design and implementation.

  • Excellent written and verbal communication skills, with the ability to produce clear technical documents and presentations in both French and Haitian Creole.

  • Strong organizational and time management skills, with attention to accuracy and detail.

Experience and Education

  • Master’s degree in Public Health, Nutrition, Nursing, or a related field with at least 8 years of relevant professional experience; or a bachelor’s degree with at least 10 years of experience.

  • Minimum 5 years of experience leading or supporting community-based MNCH and/or nutrition programs in Haiti.

  • Demonstrated experience in antenatal and postnatal care, IYCF, growth monitoring, maternal and newborn and child health promotion, and community engagement approaches.

  • Experience working with MSPP, DDS, local NGOs, and community health systems.

  • Prior experience with USG funds- or other donor-funded projects preferred.

  • Proficiency in Microsoft Office (Word, Excel, PowerPoint).

  • Fluency in French and Haitian Creole required; English proficiency preferred.

  • Ability and willingness to travel within Haiti as needed.
