For every child, the right to safety
UNICEF became operational in Greece in early 2016 as an outposted team from the Regional Office of Europe and Central Asia (ECARO) to respond to the significant influx of refugee and migrant children and their families at that time. Following several years of engagement with national stakeholders, UNICEF and the Government of Greece made a decision in January 2020 to formalize the agency’s presence in the country under the form of a Greece Country Office. Within the framework of an expanded mandate for all children in Greece, UNICEF and Greece moved towards an even greater collaboration and partnership in order to address the needs of all vulnerable, marginalized and left-behind children in the country.
Strategic office context:
Following the temporary stretch assignment of the Operations Manager (FT), the UNICEF Greece Country Office (GCO) is seeking additional support to ensure continuity of operations and the smooth functioning of the office during this transition period.
As the Greece Country Office moves toward phasing out from standalone programming by the end of 2026, it will gradually transition to become part of a Multi-Country Office (MCO) structure alongside the other three High-Income Countries (HICs) within the European Union. This organizational shift requires the Operations Section to play a pivotal role in facilitating and supporting this change process.

Impact of Results
The ability of the Operations Manager to effectively implement the operations functions for the efficient delivery of related services, directly impact on program performance, resource mobilization and delivery of results for children. This in turn contributes to maintaining/enhancing the credibility of UNICEF as an effective and responsible manager of funds and resources entrusted to the organization and to furthering UNICEF’s image as a competent organization for delivering cost effective and sustainable program results in regular and emergency settings.
The ability of the Operations Manager to support assessment, mitigation, monitoring, review and reporting on the most significant risks that could potentially harm the organization, is a critical element of UNICEF’s risk and internal control performance management framework. Minimum requirements:
A minimum of 5 years of professional experience, at the national and/or international level, is required, specifically in implementing organizational initiatives in one or more operations management area including budget; financial management and reporting; facilities management; administration; supply and logistics management; information and communication technology; human resources.
Proven experience in supporting offices in transition-including restructuring, scale-up/scale-down processes, or integration into new operational models, is a strong asset.
Demonstrated experience in leading or contributing to change management initiatives, including process or organizational adaptation, is highly desirable.
Prior experience in the development sector or UN system/ international NGOs would be an asset.
Experience in a UN system agency, large private or public company, or experience working in a developing country and/or humanitarian/ emergency context is an asset.
For country offices with a significant private sector fundraising operation, prior experience working with or in the private sector, and supporting private sector fundraising, is desirable
Experience in working with corporate ERPs (Enterprise Resource Planning) and IPSAS (International Public Sector Accounting Standards) is highly desirable.
