The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development. Both the OECD and the IEA seek opportunities to work with an increasing number of non-Members of growing importance to the world economy.

The IEA Energy Data Centre (EDC) works with Members and beyond to collect, compile and disseminate global energy data to a wide range of users, such as decision makers in governements, media, academia, and the broader public. Energy data encompass statistics on all fuels, including renewable energies, energy efficiency, energy prices, etc. informing both energy security and energy transitions. Complementary to its data collection work, EDC is developing a process for the assessment of existing short-term data to track energy security, and to support the development of relevant data systems in selected countries.

Job Description

Role

The Young Associate will report to the Head of Short-Term and Energy Security Data Section of the Energy Data Centre, within a team of young and dynamic professionals. They will contribute to the establishment of a standard process to assess existing short-term data to track energy security in countries, and to support the development of relevant data systems in selected countries. The activities will include desk research, development of automated processes for data collection and assessment, generation of relevant cross-country comparable indicators, and the design and delivery of training material to support countries in the development of relevant data systems.

Main Responsibilities

• Perform background research on methods to collect energy data, including innovative methods, and on national data landscapes (key institutions, legal systems, climate policy targets) for selected developing countries.
• Develop automated processes for assessing quality of existing short-term data relevant to the tracking of energy security.
• Contribute to further development of energy security indicators and their visualization for dissemination.
• Contribute to the design and implementation of training material for ensuring national energy data systems cover relevant energy security data needs of the country as would be required in international systems such as the ones of the IEA.
• Organise and contribute to bilateral and international events focusing on short-term data for energy security and the relevant national data systems.
• Consolidate energy data understanding by providing support to the various data activities of EDC, such as on short-term data collection for different fuels, preparation of the data portion of energy security reviews, and working in selected cross-Agency projects.

Qualifications

Ideal Candidate Profile

Academic Background

• Undergraduate degree in statistics, engineering, economics, public policy, environmental management, international relations or related discipline (graduation date between 1 January 2025 and 1 September 2026). Applications from candidates who already hold or are enrolled in a Master’s, PhD, or equivalent degree will not be considered.
• Course work in at least two of the following areas is required: economics, statistics, environmental management, international relations, public policy, development.
• Course work in statistics or applied mathematics is desirable.

Tools

• Programming knowledge in Python and experience with data warehouse environment is required.

Skills

• Excellent written and oral communication skills, as well as strong strategic thinking abilities.
• Ability to engage and consult stakeholders from different backgrounds.
• Ability to plan and organise work effectively.
• Ability to understand/learn basic energy data concepts and to manage databases.

Languages

• Fluency in one of the two OECD official languages (English and French) and a knowledge of, or willingness to learn, the other.
