Job Description

Organizational Setting

FAO Country Offices, working under overall corporate guidance and in line with the Strategic Framework, offer policy advice and support to countries in the mandated areas of FAO, facilitated through partnerships, resources and an active country programme to provide technical assistance, develop capacities and deliver core services while fully observing international standards of accountability to establish leadership and strengthen impact at the country level.

The offices deliver on the programmatic priorities of each country as agreed in their respective Country Programming Frameworks (CPFs) aligned to the UN Sustainable Development Cooperation Framework (UNSDCF) and ensure effective and efficient operations with adequate human and financial resources.

Specifically, FAO Country Offices:

• Advocate, inform and support policies and investments in the areas of FAO’s mandate.

• Provide technical assistance and deliver core services.

• Assist and catalyse partnership and resource mobilization activities to support agrifood systems transformation.

• position FAO as the specialized/authoritative technical agency in food and agriculture and agrifood systems transformation; and

• ensure risk-smart and accountable operations and management.

 

Reporting Lines

Under the overall supervision of the FAO Representative and the direct supervision of the Assistant FAO Representative (Administration), and overall guidance of the Regional HR Officer, the incumbent will be working with different units to process timely recruitment and HR related requests and will perform the tasks described below.

 

Technical Focus

The incumbent's work directly impacts on the smooth operations and the quality of overall output of the work unit. He/ she plays a lead role in the provision of Human Resources support for successful achievement of the organizational unit’s mandate.

 

Tasks and responsibilities

• Analyse, answers and follow-up on a variety of human resources requests and enquiries from staff and non-staff; provides guidance on relevant human resources guidelines and procedures.

• Support the overall hiring plan for hiring of national and international affiliate workforce (e.g. provides support in the following processes: appointments, extensions, transfers, etc);

• Develop and/or review Terms of Reference of affiliate workforce and ensures compliance with current standards and regulations.

• Provide briefing and de-briefing of personnel, provides information as to staff and non-staff entitlements and specificities of contracts

• Coordinate the overall hiring plan for hiring of national and international affiliate workforce;

• Coordinate and manage the publication of calls to attract candidates for vacancies related to national and international affiliate workforce, ensuring proper dissemination to attract qualified talent.

• Organize and facilitate the selection process, including coordinating interviews with the selection panel and preparing reports on evaluated candidates

• Manage the complete cycle of contracts for national and international affiliate workforce in the Global Resource Management System (GRMS), ensuring the collection and verification of required documentation.

• Supervise the validity of contracts for national and international affiliate workforce in and take appropriate measures in coordination with supervisors for renewal or termination as necessary.

• Assist in the performance evaluation process of national and international consultants, providing logistical and administrative support for the preparation and recording of their performance evaluation reports (QAR).

• Collect and researche background information; update organization charts and staffing tables for internal use; drafts correspondence, reports and statistics related to all human resources functions as appropriate;

• Review, maintain and update confidential personnel information, records and files; ensure completeness and accuracy of records and that follow-up system on actions are taken;

• Coordinate the preparation, completion, implementation, and report on yearly staff learning plans;

• Performs other duties as required

 

 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

 

 

Minimum Requirements

 

• University degree in Human Resources Management, Business Administration, Public Administration, or a related field.

• Two years of relevant experience in human resources management, recruitment, personnel administration, or related areas.

• Working knowledge of English and fluency in Persian (Farsi).

• National of Islamic Republic of Iran.
