The Development Co-operation Directorate (DCD) encourages co-ordinated, innovative, international action to accelerate the implementation of Agenda 2030 in developing countries and to improve the financing of the Sustainable Development Goals (SDGs). The Directorate helps set international standards for development co-operation, supporting the OECD Development Assistance Committee (DAC), and monitors how donors deliver on their commitments. Drawing upon OECD-wide expertise, DCD supports members and partners with data, analysis and guidance.

The Financing for Sustainable Development (FSD) Division defines measurement standards and collects, reviews and publishes open, transparent, high-quality quantitative and qualitative data on external development finance, from a wide range of stakeholders, including DAC members, non–DAC providers, multilateral organisations and major private providers. FSD supports the DAC Working Party on Development Finance Statistics (WP-STAT).

This post requires a dynamic Junior Policy Analyst with strong analytical and statistical skills to contribute to contribute to the development of measurement standards focusing on ODA and to the Creditor Reporting System (CRS) data on development finance focusing on UN entities, non-DAC providers and statistics on untying.

The Junior Policy Analyst will work in the Statistical Standards and Methods Unit of FSD under the supervision of the responsible Policy Analyst and the overall guidance of the Manager of the Statistical Standards and Methods (SSM).

Job Description

Main Responsibilities

Policy analysis and advice

• Suport the lead Policy Analyst in ensuring the integrity and credibility of ODA measurement. Contribute to specifying the boundaries of ODA in various areas and developing statistical methods for measuring donor effort. Respond to requests on ODA eligibility. Maintain the thematic web pages, toolkit on ODA and non-ODA examples and dataset on methods used for calculating ODA in-donor refugee costs.
• Contribute to FSD analytical work related to the monitoring of the DAC Recommendation on Untying official development assistance (ODA), including the development of methods for improved tracking, the drafting of biennial reports on the implementation of the Recommendation, and the creation of guidance and best practices.

Statistical engagement

• Support the lead Policy Analyst’s statistical engagement work to improve the coverage and quality of data reported by non-DAC countries and UN entities. Liaise with statistical correspondents to advise on ODA-eligibility and other topics, to improve the coverage, quality and timeliness of data. Establish and develop effective relations.
• Contribute to the organisation of missions and meetings, workshops and capacity-building events on ODA eligibility and CRS reporting for non-DAC countries and UN entities. Prepare presentations and briefing materials as required.

Data management

• Process data on development finance collected from UN entities, vertical funds and non-DAC provider countries to ensure statistical consistency and alignement with the DAC Statistical Reporting Directives. Provide high quality feedback to data reporters, in co-ordination with the IFT Secretariat.
• Collect and process data on ex-post contract awards and ex ante notifications on the online Untied Aid Bulletin Board.
• Design and implement mechanisms to streamline and enhance data processing, including through automation. Analyse incoming data and develop robust quality control mechanisms to ensure reliable, accurate and coherent information. Modernise data routines to gain efficiencies.
• Prepare high quality accurate data and statistics for working papers and publications, including the OECD Development Co-operation Report. Produce statistical outputs on untying such as donor profiles, including in relation to the transparency provisions of the DAC Recommendation on Untying ODA.
• Contribute to the production and maintenance of development finance datasets published by the DCD. Improve the presentation of development finance statistics by developing dynamic web-sites and data visualisation tools (dashboards).
• Support and train new interns in data processing as needed.

Meeting support and facilitation

• Contribute to the organisation of WP-STAT meetings.
• Prepare presentations and briefing materials as required.

Representation and liaison

Other tasks

• Contribute to joint projects and activities with other sections of DCD, the OECD or other key partners.
• Carry out other related duties, as assigned.

Qualifications

Ideal Candidate Profile

Academic Background

• An advanced university degree in economics, statistics, mathematics, data science or related discipline.

Professional Background

• Minimum two years’ experience in development co-operation and/or statistical analysis in a national and/or multilateral institution.
• Sound understanding of development co-operation issues, the 2030 Agenda for sustainable development and financing for sustainable development.
• Knowledge of the principles and concepts underlying the measurement of development finance flows and the concept of untying.
• Ability to research issues of statistical measurement and prepare material for publication.
• Demonstrated skills in data collection, data processing and quality assurance. Practical experience with the processing of large datasets would be an advantage.
• Strong interpersonal skills. Proven ability to work effectively in a multicultural environment and to establish effective and harmonious working relationships with officials at all levels in bilateral and multilateral agencies.
• Organisation, initiative, energy and commitment to produce high-quality results on a timely basis.
• Proven capacity for effective team work and collaboration across teams working on related topics, as well as the ability to formulate and advance initiatives with limited supervision.

Tools

• Experience in the use of database software and the ability to quickly learn the standard range of software packages used in the Organisation.
• Strong knowledge of Structured Query Language (SQL) and other statistical/programming software applications (e.g. R, Python).
• Proficient knowledge of data visualisation software (e.g. R, Chartbuilder) with experience in creating a wide range of data visualisations (from simple charts to complex dashboards). Acquaintance of other online data visualisation tools would be an advantage.

• Fluency in one of the two OECD official languages (English and French) and good knowledge of the other, with a commitment to reach a very good working level.

Contract Duration

• 12 month fixed-term appointment, with the possibility of renewal to a maximum of 36 months.

Selection Process
