The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region. ASEAN comprises eleven countries in Southeast Asia, with Timor-Leste being admitted as an ASEAN Member State during the 47th ASEAN Summit on 26 October 2025 in Kuala Lumpur, Malaysia. It was proclaimed a Community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together”, signed by the ASEAN Leaders during their 27th Summit 2015. The ASEAN Community Vision 2025 calls for the ASEAN Community in forging ahead together, and to work towards building a community that is politically cohesive, economically integrated and socially responsible.
The ASEAN Secretariat was established in 1976 by the Foreign Minister of ASEAN with basic functions of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. It is also envisioned to be the nerve centre of a strong and confident ASEAN Community that is globally respected for acting in full compliance with its Charter and in the best interest of its people.
In alignment with the ASEAN 2025 and Key Aspirations of the three ASEAN pillars of Political Security Community, Economic Community and Socio-Cultural Community, supported by the Department of Community and Corporate Affairs, the ASEAN Secretariat is inviting all ASEAN Nationals to apply for the position of Senior Project Officer of the Development of the ASEAN Socio-Cultural Community (ASCC) Post-2025 Results Framework and Baselining of the ASCC Post-2025 Strategic Plan.
This position is open to all ASEAN nationals. It is a full-time position based in Jakarta, Indonesia. It is supported by the Australian Government through the Australia for ASEAN Futures Initiatives (Aus4ASEAN Futures).
Remuneration and Benefits:
The successful candidates will be offered a basic salary of USD 3,893 and attractive remuneration package including housing, outpatient medical reimbursement, hospitalization & life insurance, children’s education and gratuity. Subject to good performance during the probation, the candidate will be offered a fixed term contract for eighteen (18) months, inclusive of the six-month probationary period.
- This position is assigned within the ASCC Monitoring Division of the ASEAN Secretariat, and under the guidance of the Assistant Director/Head of the ASCC Monitoring Division. The Senior Project Officer will spearhead the finalisation of the ASCC Results Framework (ASCC RF), conduct of the baseline and targeting exercises for the ASCC Results Framework, and design and manage public outreach and stakeholder engagement.
Reporting to the Assistant Director/Head of the ASCC Monitoring Division, the Senior Project Officer shall be responsible for the following deliverables:
a) Finalisation and facilitation of the ASCC Results Framework’s endorsement:
- Facilitate the finalisation and endorsement of the draft ASCC Results Framework in consultation with SOCA, ASCC Sectoral Bodies, and the ASCC Divisions of the ASEAN Secretariat;
- Design, plan and manage consultations, including liaising, with SOCA, ASCC Sectoral Bodies and relevant stakeholders on the finalisation of the ASCC Results Framework;
- Support the facilitation and servicing of SOCA and other sectoral bodies’ meetings related to the ASCC Results Framework;
- Manage and oversee the updating of the ASCC RF database.
b) Baselining and Target Setting for the ASCC Results Framework (RF):
- Spearhead the data collection, including developing the data collection tools, conducting desk research on the ASCC RF KPIs, mapping of data sources, data consolidation and cleaning, and data analysis;
- Establish regular coordination with ASCC Sectoral Bodies, ASCC National Secretariats, ASCC Divisions, and other ASCC stakeholders on the conduct of the baseline study;
- Design, plan and manage the inception workshops, regional forum and other activities that are related to the baseline and target-setting; and
- Develop a well-structured and comprehensive baseline inception workshop report, and final baseline study report and other materials including information, education and communication materials such as infographics, pamphlets, and video presentation.
c) Public outreach, advocacy, and stakeholder engagement for the ASCC RF:
- Develop outreach materials, analytical papers/briefs, and other knowledge management products to increase stakeholder support to the ASCC RF;
- Manage the distribution and circulation of the knowledge products associated with the results framework, and baseline;
- Coordinate engagements and consultations, including public engagement and advocacy campaigns, of the ASCC Results Framework and Baseline activities with ASEAN Member States and broader stakeholders (e.g., dialogue partners, international organisations, industry, think tanks and civil society).
d) Provides general administrative and logistical support to the ASCC Monitoring Division:
- Assist in the management of logistical support in the project, including, but not limited to, travel arrangements to attend project meetings and activities in compliance with the ASEC and Aus4ASEAN Futures’ applicable rules and procedures;
- Support communications with all stakeholders, including producing presentations, reports, and press releases;
- Prepare periodic progress reports, including programmatic and financial outputs, as required by donors and/or sponsors;
- Maintain all administrative, personal as well as general office files; and
- Assist ASCC Monitoring Division with all other relevant tasks as assigned.

- Advanced university degree (Master’s or equivalent degree) with academic qualifications Social Sciences, Communication, Public Policy, Public Administration, or other related disciplines with a minimum of three (3) years relevant experience in conducting monitoring and evaluation, data management, project management, and development and research, or a Bachelor degree with at least five (5) years of relevant experience;

Working experience in data management and analysing complex data;

Strong understanding of communication and advocacy / public engagement principles and strategies including familiarity with digital technology used in advocacy and public engagement;

Strong analytical and problem-solving skills in a complex organizational environment and in work planning;

Ability to plan and organise tasks and work flows, with proven ability for multitasking and maintaining accuracy under pressure and adherence to deadlines;

Excellent command of English, complemented with good oral and written communication skills, as well as strong interpersonal and team skills in cross-cultural environment and international settings;

In-depth understanding of international and regional issues and knowledge of and commitment to ASEAN ideals;

Competency in computer skills with adequate knowledge of Microsoft Office. Knowledge on business intelligence and Statistical software is an advantage;
