Result of Service
The consultant will deliver a robust, secure, and high-performing Eye on Methane data platform through end-to-end full-stack development, integrating multiple methane data streams—including satellite (MARS), OGMP 2.0 company reporting, science studies, national inventories, and new sectors such as steel, metallurgical coal, waste, and agriculture. The platform will continuously evolve with new features, reusable components, and tailored user tools, ensuring scalability, data quality, and compliance with UN standards. Outcomes will include timely delivery of production-grade features, clean and well-tested code, improved developer productivity, enhanced data accessibility, and positive user feedback from both internal and external partners.

Duties and Responsibilities
The UN Environment Programme’s International Methane Emissions Observatory (IMEO) is a data-driven, action-focused initiative that drives deep reductions in methane emissions– the second biggest contributor to global climate change and a key opportunity to reduce warming in the near-term. IMEO’s mission is to provide the open, reliable, and actionable methane data needed to cut emissions at the speed and scale necessary to achieve the Paris Agreement goals. To do this, IMEO is harnessing a methane data revolution under way thanks to rapidly advancing technology and momentum for methane action. IMEO collects, integrates, and reconciles data from methane-detecting satellites, scientific measurement studies, rigorous industry reporting through the Oil and Gas Methane Partnership 2.0 (OGMP 2.0), and national emissions inventories. These initiatives are game-changers for climate action – and as a core implementing partner of the Global Methane Pledge, IMEO is shaping the future of methane mitigation. IMEO’s Eye on Methane data platform delivers this reliable and actionable date through a suite of tools, ranging from public-facing to customized, log-in based tools for power users. The IMEO Eye on Methane data platform Lead Developer will play a central role in designing, building, and maintaining the Eye on Methane platform — UNEP’s flagship hub for authoritative methane emissions data. This role is both hands-on and collaborative: leading by example in code, ensuring technical excellence, and unblocking the team as they deliver new features, datasets, and tools that help governments, companies, and civil society act on methane. The role will report to the Data practice & IT Lead and the Product Officer.
Qualifications/special skills
Bachelor's degree in computer science, web development, or software development or similar At least 7 years or more working on delivering a product, working closely with design, data, development, product, and QA teams. Strong experience in full-stack development, including building and maintaining features across the front end (React, TypeScript) and back end (Python, Node.js). Proven expertise in data visualization and UI/UX, developing interactive dashboards, maps, and tools using modern frameworks such as D3.js, Plotly, and Mapbox/Leaflet, as well as API and data integration through REST and GraphQL APIs. Demonstrated experience in geospatial services: Work with processed datasets from the data team to deliver performant geospatial features and satellite data visualizations. Proven experience in Cloud & DevOps: Deploy and scale services in cloud environments (Azure/GCP) using Docker/Kubernetes, CI/CD, monitoring, and observability. Excellent problem-solving, teamwork, disclipine and communication skills.
Languages
English and French are working languages of the United Nations. For this post, fluency of English is required.
Additional Information
Tasks and responsibilities: 1. Full-stack development & delivery • Write production-grade code across the stack: o Front-end: dashboards, data visualizations, search and filter tools. o Back-end: APIs, services, ETL jobs, data integrations working closely with dev-ops team. o Data: Work with data team on database design, queries, geospatial datasets, performance tuning. • Deliver new features end-to-end, and per “definition-of-done”: from concept and user stories through implementation, testing, and deployment, working closely with design, development and product teams. • Build reusable components and patterns for team members to accelerate development. 2. Integration of cross-sectoral methane data streams • Implement ingestion and processing pipelines for: o MARS satellite/AI detections o OGMP 2.0 company reporting o Science studies and national inventories o Met Coal asset data • Work with data team to ensure data quality, provenance, and uncertainty methods are preserved and surfaced to users. • Optimize pipelines for scale and efficiency (large geospatial and emissions datasets). 3. Quality, security & performance • Establish and enforce coding standards, testing practices, and peer review processes. • Maintain CI/CD pipelines, automated testing, and reliable release cycles. • Monitor performance and ensure scalability of the public platform and secure portals. • Work with back end and dev ops to apply best practices in data security, access control, in compliance with UN and UNEP policies. 4. Collaboration & leadership • Work closely with product managers, designers to translate requirements into working software. • Provide technical mentorship and hands-on support to developers in the team. • Help break down complex tasks into implementable stories, and unblock the team as needed. • Set a high standard for documentation across JIRA and Loop. • Participate in external collaborations with partners to align on code, APIs, data standards, and shared tools. 5. Continuous improvement • Track and reduce technical debt while balancing delivery priorities. • Improve developer experience: local tooling, documentation. • Continuously optimize cost efficiency and environmental footprint of deployments. 6. Monitoring and Progress Controls • Timely delivery of new features per definition-of-done, alongside platform updates. • High platform reliability (>99% uptime, and APIs). • Clean, maintainable, and well-tested code. • Increased developer productivity and reduced blockers. • Positive feedback from internal teams, external partners, and platform users.
