Job Description

Job Overview: Sacramento’s Community Wellness Department is looking for a Health and Wellness Programs Supervisor to provide newly resettled refugees with access to psycho-social and case management support and ensure that critical mental health referral support services are available. Together, you and your team will work to create a culture of trauma informed care by implementing mental health screening protocols and client referrals for emotional distress, torture, trauma, and gender-based violence to relevant partners. Your role is accountable for the adaption, implementation and monitoring of psycho-social programming serving the newcomer population in the surrounding areas.

As a team leader you will also supervise the health promotion and mental health programs which provide health navigation to refugees, SIVs and asylees in need of additional support with medical, mental health, and other adjustment challenges. You will be expected to build strong collaborative relationships with local partners to adapt community-based initiatives, creating avenues for well-being activities and the developing of organic emotional and social support networks within newcomer communities. This role also plays a critical part in promoting mental health awareness, implementing trauma-informed care practices, and ensuring access to non-clinical psychosocial support services.

Major Responsibilities:

Program Oversight & Development

  • Manage the quality and timely achievement of all Community Wellness program services and objectives.
  • Lead the development and implementation of community-based wellness programming, integrating traditional healing, community support systems, and local resources.
  • Coordinate with IRC technical advisors to deliver high-quality psycho-social interventions focused on mental health, protection, and empowerment.
  • Facilitate psychosocial programming such as support groups, one-on-one health coaching, and Wellness Workshops.
  • Ensure appropriate mental health screenings (e.g., RHS-15, Pre- and Post- Survey) are administered for eligible clients and required activities.
  • Oversee screening outcomes, referrals, and ensure access to appropriate follow-up care or treatment services.
  • Provide input on strategic planning, community needs, and program innovations.

Client Services & Crisis Support

  • Provide brief trauma-informed interventions for clients with high emotional distress, including victims of crime, survivors of torture, gender-based violence, or human trafficking.
  • Serve as the point person for crisis and non-crisis intervention pathways, ensuring timely coordination with community mental health resources.
  • Be available to support client grievances and provide direct services when other staff are unavailable.
  • Support language access initiatives, including community needs assessments, development of training materials, and a resource guide for multilingual client services.

Staff Supervision & Development

  • Provide direct supervision to Community Wellness staff and interns, including onboarding, daily support, technical training, mentoring, and professional development.
  • Supervise the delivery of health education, psychosocial activities, and case management services in alignment with trauma-informed principles.
  • Offer training and consultation to IRC staff on trauma-informed practices, mental health screenings, and appropriate referral protocols.

Cross-Departmental Collaboration

  • Ensure seamless client flow and service integration between the Community Wellness Department and other IRC departments (e.g., Health, Resettlement).
  • Support Community Wellness team with referral coordination for high-needs clients.
  • Participate in Community Wellness Leadership Team meetings, contributing to strategic planning, cross-functional coordination, and organizational initiatives.

Grant Management & Reporting

  • Oversee public and private grants related to wellness and mental health, including program implementation, compliance, budgeting (non-personnel lines), and deliverables.
  • Coordinate with IRC HQ and regional teams to support grant positioning and proposal development.
  • Track and report on grant activities, including performance metrics, case tracking, screenings, referrals, and client outcomes.
  • Compile and deliver accurate reports to senior staff, HQ, and donors.
  • Maintain program compliance with donor regulations, IRC policies, and regional protocols.

Community Partnerships & Outreach

  • Coordinate and conduct outreach to refugee, SIV, and immigrant populations in the Sacramento and Greater Sacramento regions to promote wellness programming.
  • Strengthen and develop partnerships with mental health providers, healthcare systems, domestic violence organizations, social service agencies, and culturally specific organizations.
  • Train community providers on effective service delivery for refugees, SIVs, and survivor populations.

Compliance, Monitoring & Evaluation

  • Maintain comprehensive case notes, program documentation, and internal tracking systems.
  • Ensure timely and accurate entry of data into IRC and donor databases.
  • Monitor program quality and outcomes, adjusting programming based on data and community feedback.
  • Participate in all program meetings, training sessions, and team development activities.

Other

  • Perform other duties as assigned to support program success and organizational mission.

Job Requirements:

  • Demonstrated success working and communicating effectively in a multi-cultural environment, preferred.
  • Fluency in written and spoken English; fluency in additional language relevant to current refugee populations (Arabic, Farsi, Pashto, Tigrinya, Burmese, Spanish, Amharic etc.), preferred.
  • Deep understanding of trauma-informed care, mental health, and psychosocial support.
  • Experience implementing psychosocial and preventive programming to isolated, diverse, and underserved communities such as women, children, youth at risk or displaced populations, preferred.
  • Highly organized self-starter with excellent problem-solving skills and proven ability to multi-task, prioritize duties and manage time effectively.
  • Proven ability to work independently and as a team member in a fast-paced, cross-cultural environment.
  • Experience with managing multi-cultural team, preferred.
  • Experience with program design, grant writing, and donor reports, preferred.
  • Strong command of Microsoft Office applications (Word, Excel, Outlook).
  • Bachelor’s degree, required. Graduate degree in Social Work, Psychology, Counseling or equivalent experience in field of mental health, desirable.
  • California Licensed to provide clinical mental health services and/or Mental Health First Aid Certification, desirable.
  • Personal vehicle for travel to field sites, preferred.

Work Environment:

Compensation: (Pay Range: $75,369 - $77,700) Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
