Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S Government and the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand improve maternal, newborn, and child health (MNCH), address malaria; improve nutrition and promote health systems strengthening (HSS) including supply chain management. In Haiti, EpiC implements HIV, MNCH and nutrition activities, working closely with the Ministry of Public Health and Population (MSPP).

Job Summary

FHI 360 is seeking applications for the position of Technical Officer, Community MNCH/Nutrition, to be based in Les Cayes (South). The EpiC Community MNCH/Nutrition Officer will provide technical support and oversight to the implementation of the Haiti EpiC Project for community MNCH/Nutrition activities in the South, SouthEast, Grand Anse and Nippes. The primary responsibility of the Community MNCH/Nutrition Officer is to ensure successful implementation of the community MNCH/Nutrition elements of the EpiC work plan and achievement of the project’s targets and goals.

The EpiC Community MNCH/Nutrition Officer provides technical oversight and assistance in the following areas: life-saving interventions for pregnant women, newborns, and children including antenatal care (ANC), postnatal /postpartum care, emergency obstetric and newborn care (EmONC), integrated community case management (iCCM), the Expanded Program on Immunization (EPI) program, infant and young child feeding, and screening and treatment for acute malnutrition.

This position will ensure that community MNCH efforts are evidence-based, community-driven and will contribute to the deliverables in the EpiC implementation plan. This position is critical for the development of quality and evidence-based approaches for MNCH services, with a focus on ANC, postnatal /postpartum care, EmONC, iCCM, EPI, infant and young child feeding, and screening and treatment for acute malnutrition services. This position will report to the Community MNCH/Nutrition Senior Officer who will have oversight of all community technical components of the work plan.

The position will be based in Les Cayes, Haiti and work out of the FHI 360 Country office. Preference is for Haitian nationals.

Accountabilities

  • Supports the development, implementation and oversight of community ANC, postnatal /postpartum care, iCCM, EPI, EmONC, infant and young child feeding, and screening and treatment for acute malnutrition services activities in the annual EpiC work plans.

  • Collaborates with sub-partners and the Ministry of Public Health & Population (MSPP) at the departmental level to design, implement and monitor community MNCH and Nutrition models including, but not limited to ANC, postnatal/postpartum care, EmONC, iCCM, infant and young child feeding, and screening and treatment for acute malnutrition.

  • Regularly reviews and analyzes program and service delivery data submitted by Implementing Partners to monitor progress against targets, identify areas for improvement, and guide timely program adjustments to enhance MNCH and nutrition outcomes.

  • Works with health facilities, the MSPP and community organizations to support ANC, postnatal /postpartum care, iCCM, EPI, EmONC, and nutrition activities at the facility and community level by providing technical assistance.

  • Provides technical and programmatic support around ANC, postnatal /postpartum care CARE, iCCM, EPI, EmONC and nutrition activities at the community level.

  • Works with the MSPP to ensure quality of community MNCH and nutrition services for PBFW, infants and children.

  • Supports high quality standard operating procedures for community MNCH and Nutrition contextualized to the Haiti environment.

  • Supports the production of timely and accurate technical reports to FHI 360 and USAID as required.

  • Contributes to the achievement of high-quality results in accordance with the targets identified in the work plan and Performance Monitoring and Evaluation Plan.

  • Contributes to program quality according to FHI 360 standards including quality assurance and quality improvement initiatives.

  • Contributes to work plan activities; ensures appropriate levels of technical assistance in program operations; coordinates partner efforts in program implementation including assisting in the provision of technical assistance to each grant partner for the provision of high-quality services; ensures appropriate program monitoring and reporting.

  • Contributes to the development of Scopes of Work (SOW), memorandums of understanding (MOUs), technical management of activities for consultants and local institutions partnering with EpiC to ensure that activity timeframes and budgets are met, and products are reviewed and finalized.

Applied Knowledge & Skills

  • Knowledge of health and development programs in Haiti including familiarity with the Haiti public health sector, national health information management system (HMIS) and national protocols, guidelines and standards for MNCH and Nutrition service provision.

  • Skilled in working with health facilities, community partners and community associations to plan and implement clinical and community MNCH and nutrition programs.

  • Demonstrates competency and skills in coaching, monitoring and supervising the work of other relevant staff among regional sub-partners and the community-based personnel.

  • Successful experience in technical capacity building and supervision of sub-partners, especially those working with PBFW and children.

  • Report writing, analytical and communication skills, including oral presentation skills.

  • use of data to inform program adjustments or identify gaps

  • Ability to manage and complete numerous tasks with a high degree of organization and limited resources.

  • Ability to meet deadlines with strong attention to consistency, detail, and quality.

  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues in Haiti

  • Proficiency with database management software and on-line search tools required.

  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.

  • Excellent organizational and analytical skills.

  • Demonstrated proficiency with using Microsoft Office Suite required.

  • Ability to analyze and interpret data, identify errors, and prepare reports.

  • Ability to solve problems and implement corrective action as needed.

  • Fluency in French and Haitian Creole. Advanced English preferred.

Education and Experience

  • Bachelor’s degree or its international equivalent in public health, community outreach nursing, medical laboratory sciences or other relevant disciplines

  • At least 4 years’ work experience or an equivalent combination of relevant education and/or experience sufficient to successfully perform the key responsibilities of the job.

  • Relevant experience in MNCH and nutrition, including ANC, postnatal /postpartum care CARE, iCCM and nutrition.

  • Relevant experience supporting or implementing community MNCH and nutrition support models in Haiti, including mothers' clubs, postpartum dyads, peer navigation and use of microplans.

  • Previous experience working with US Government supported programs and experience working in an international NGO or government agency environment desirable.

Other Requirements

  • Ability to travel within the 4 departments of South, South-East, Grand Anse and Nippes, nationally, and internationally if needed.

  • Ability to spend long hours looking at computer screens and doing repetitive work on a keyboard.

  • Ability to sit and stand for extended periods of time.

  • Ability to lift/move up to 5 lbs.
