IOM has been running projects to support returnees in their socio-economic reintegration to the country of origin. IOM’s approach to returns emphasizes a strategy that is holistic, rights-based, and sustainable development-oriented to ensure safe, voluntary, and dignified returns and readmission. In line with these efforts, IOM Türkiye provides comprehensive reintegration support, in collaboration with stakeholders, and capacity-building for effective migration governance.
The Reintegration Efforts to Foster Comprehensive and Unique Sustainable Support (REFOCUSS) project aims to develop an innovative and comprehensive approach to support migrants to reintegrate in their communities upon return.
Under the REFOCUSS project, IOM Türkiye plans to organize in-person and online informative sessions to returnees in Türkiye to support their economic empowerment and reintegration providing essential knowledge on business development, labour rights, employment, digital job search and vocational training opportunities in Türkiye. Two consultants will be recruited to cover the following topics, identified through a beneficiary survey:
• One Consultant focusing on Business development and employment rights,
• One Consultant focusing on Employment, job search and vocational trainings.
Each consultant will be solely responsible for the deliverables assigned to their TOR. In this context, the two consultants are expected to closely coordinate with one another, under IOM supervision, to ensure alignment and complementarity of content and approaches adopted.

• Use of job searching platforms and creating digital account (e.g. Kariyer.net, LinkedIn, e-devlet, İŞKUR portal, AI tools)
• Job application processes (CV preparation, interview techniques, expectation of employers)
• Psychological motivation and resilience in job search
1. Design the content of the informative session tailored to the needs of returnees and revise the topics where needed
2. Adjust the modules and methodology based on feedback from the project team
3. Collaborate with project team and the other consultant to ensure that training content aligns with other consultancy topics
4. Communicate with the beneficiaries to invite them and confirm their participation
5. Facilitate informative sessions both online and in-person (indicatively in İstanbul
6. Prepare, apply, and analyze training assessments including pre and post-tests
7. Produce short reports summarizing each session (including participant numbers feedback from the participants, and key lessons learned)
8. Prepare a final consolidated report at the end of the consultancy.
9. Perform other duties as assigned.

Payment will be made upon the completion of the phases mentioned above in three instalments. The consultant might be expected to submit a brief report to IOM after each implementation. The sessions language shall be Turkish, reporting and deliverables language shall be English. All session materials (ppt, tools etc.) should be both in Turkish and English. All information shall be provided in electronic versions in word, ppt, PDF or any other format approved by the project team. The consultant shall be solely liable for the accuracy and reliability of the data/information provided and links to sources of information used.
• At least bachelor’s degree in human resources, education, social sciences or related fields from an accredited academic institution with five years of relevant professional experience.
• Master’s degree is an advantage
• At least 5 years of relevant professional experience in vocational training, job matching/job placement, or labour market programmes.
• Knowledge of modern job application processes (CV preparation, interview techniques, motivation letters) and digital job search platforms
• Prior experience engaging with jobseekers, especially vulnerable groups (e.g. returnees, migrants, youth).
• Experience designing and delivering training sessions for adult learners.
• Strong communication and facilitation skills.
• Cultural sensitivity and ability to work with vulnerable groups.
• Experience in the United Nations System is an asset.
The activity might require travel when necessary. The consultant must have no travel restrictions within Türkiye and be able to ensure flexibility in their schedule accordingly. The travel costs, accommodation costs (bed and breakfast), and living costs (terminal expenses, intra-city travel costs, lunch, dinner, etc.) of the missions to other provinces of Türkiye will be arranged and borne by IOM. IOM will arrange economy-class round-trip flight or train tickets through its contracted Travel Agency.
As per UNDSS rules, the consultant is responsible for completing necessary online security training and submitting certificates and travel clearance prior to assignment-related travels.
