Job Description

The International Livestock Research Institute (ILRI) seeks to recruit a consultant to deliver evidence-based insights and actionable recommendations to guide Senegal’s dairy sector transition toward a low-emission, climate-resilient future.

ILRI works to improve food security and nutrition and reduce poverty in developing countries through research for efficient, safe, and sustainable use of livestock. It is the only one of 15 CGIAR research centers dedicated entirely to animal agriculture research for the developing world. Co-hosted by Kenya and Ethiopia, ILRI has regional or country offices and projects in East, South and Southeast Asia as well as Central, East, Southern and West Africa. www.ilri.org

Scope of the work

Research and Diagnostics:

  • Update the emissions baseline through comprehensive field and desk research.
  • Map production systems, value chains, and key actors.
  • Analyze socio-economic and technical causes of low productivity and high emissions.

Mitigation Strategies:

  • Develop models of Senegal-specific interventions, including improvements in feeding practices, genetic enhancements, and health measures.
  • Quantify potential emission reductions aimed at 33% intensity decrease.
  • Assess alignment with national goals on food security, resilience, and gender equity.

Climate Finance Analysis:

  • Identify relevant funding opportunities from global, regional, and bilateral sources (e.g., Green Climate Fund, IFAD, World Bank).
  • Assess the suitability of carbon market tools for pastoral and agropastoral systems.
  • Prepare investment cases for scaling sustainable dairy practices.

Stakeholder Engagement and Capacity Building:

  • Facilitate consultations with pastoral groups, cooperatives, processors, and policymakers.
  • Support capacity strengthening for monitoring, reporting, and verification (MRV) of emissions.
  • Assist in aligning dairy strategies with climate finance priorities.

Knowledge Products:

  • Deliver technical reports, policy briefs, and investment cases tailored to Senegal’s context.
  • Develop outreach materials for diverse audiences, including government and communities.
  • Prepare at least one peer-reviewed publication highlighting the mitigation potential in Senegal’s dairy sector.

Final Deliverables for the consultant

The consultant will provide the following final products

  • Final synthesis report/Stakeholder engagement documentation
  • Capacity Building reports
  • Organization of stakeholder convenings and workshops to share the findings

Consultancy Fee: By mutual agreement based on agreed milestones and deliverables.

Post location: Consultant’s base in-country

Duration: Twelve months (Max working days: 240 days)

Terms of Appointment: Consultant’s home base with possibility of travel to Senegal for data collection, stakeholder engagement, and workshops.

Essential skills and qualifications

The selected Consultant should possess:

  • PhD holder or an advanced stage in Agricultural Economics, Environmental Economics, or a closely related field
  • Experience in agricultural and development economics, with a focus on climate change
  • Skills in dairy system modelling, fieldwork, and impact evaluation are essential.
  • Knowledge of livestock systems in Sub-Saharan Africa, as well as familiarity with climate finance and carbon markets, is required
  • Strong bilingual communication skills in English and French
