Result of Service
The consultant will prepare materials required for the technical assistance missions for developing and implementing national web platforms to disseminate the indicators produced within the National Statistical Office's official websites (OP2.1). It is expected that the result of this consultancy will be: • A practical approach for implementing web platforms to illustrate the impact of climate change on both the environment and the economy and, on the other, provide valuable inputs for green environmental policies. • A mock-up of a national web platform with a selected set of environment, climate change, and disaster indicators according to the Global Set of Climate Change statistics.

Duties and Responsibilities
Within the framework of the United Nations Development Account project “Better Climate Change Statistics and Indicators in Latin America and the Caribbean,” which aims to strengthen technical capacities in Latin American and Caribbean (LAC) countries for generating and disseminating climate change statistics and indicators to support evidence-based policies fostering resilience and green productive transformation, a consultant is required to support outcome OC2 – OP.2.1. The consultant will develop a conceptual design and architecture for interoperable web-based platforms on climate change indicators that can be implemented at the national level. The consultant shall execute the following duties: 1. Document functional and technical requirements for climate change indicator platforms. 2. Identify core modules and functionalities for web-based dissemination of climate data. 3. Create conceptual prototypes, wireframes, or mock-ups illustrating platform layout and functionality.
Qualifications/special skills
The consultant should have at least an academic degree in Systems, Computer Science, Web Design, or related fields. The consultant must have at least seven (7) years of experience in developing responsive and dynamic HTML5 web applications using JavaScript, CSS, and related libraries (such as Bootstrap and jQuery); consuming RESTful APIs (JSON) with JavaScript; and using the JS ECharts charting library. The consultant must be familiar with code management tools, such as GIT.
Languages
The consultant needs to be fluent in written and spoken Spanish and intermediate in written and spoken English.
