Under the project “Improving Healthcare in Kashkadarya Region: Delivering Infrastructure Design for New Hospitals in Karshi and Beshkent Cities” signed with the Government of Uzbekistan, UNOPS is responsible for the management of the project and delivery of the infrastructure design of two new hospitals in the Kashkadarya Region, Uzbekistan. The design of two new hospitals is a step towards the Government’s ambitious healthcare reform agenda, aimed at providing improved access to quality healthcare to the people of Uzbekistan. The project is close to the construction phase and aligned with the government’s priorities under its far-reaching reform agenda with an overall objective for Uzbekistan to improve the health of the whole population through universal health coverage.
*** Only nationals of Uzbekistan or persons in Uzbekistan with residence and work permit are eligible for this position***The UNOPS Uzbekistan Country Office seeks to recruit an Environmental and Social Risk Management Specialist to assist the Office in ensuring Environmental and Social compliance in its current and future portfolio. The Specialist will assist all relevant Project Teams in reviewing their E&S obligations and ensuring that requirements are complied with. This may include the preparation of E&S instruments based on donor requirements, stakeholder consultations, implementation of a Grievance Redress Mechanism, capacity building in E&S obligations for project teams and partners, assisting in cascading all E&S requirements to contractors and sub-contractors or implementing partners.
Analytical and technical tasks:
Review current and future project Social and Environmental obligations of the Uzbekistan office.
Develop key Social and Environmental questions to be included into the regular Quality Assurance process of UNOPS.
Assist project teams with meeting their Social and Environmental obligations on their respective projects.
Work closely with Project Manager(s) to ensure Social and Environmental compliance of all projects.
Assess capacity of contractors and implementing partners in being able to fulfil the Social and Environmental requirements of their respective projects.
Provide capacity building to Project Teams and relevant contractors and implementing partners in Social and Environmental risk management as relevant for their projects.
Prepare Project Social and Environmental documents and instruments, such as Environmental and Social Management Plans (ESMPs), Social Due Diligence Reports (SDDRs), Resettlement Action Plans and others, based on donor requirements, where necessary; or assist in the recruitment of a Specialist retainers or consultant teams to perform specific tasks.
Conduct stakeholder consultations, based on donor requirements, including community groups and vulnerable groups where relevant.
Assist with the implementation of Grievance Redress Mechanisms (GRM) where required by the donor.
Assist with Grievance Redress Mechanisms reporting to donors, as part of general Project Progress reports
Conduct monitoring and supervision site visits to ensure compliance of activities with Project Social and Environmental obligations, or assist Project Teams with such monitoring requirements; and prepare reports from such mission, highlighting key observations and mitigation measures
Ensure Social and Environmental obligations are included in all works contracts, Call for Proposals, and Grant Agreements.
In coordination with the Project Manager, Liaise with donor Social and Environmental teams on specific projects where relevant
Assist the UNOPS partnership team with early donor engagements
Prepare Project level Social and Environmental instruments prior to project signing where applicable.
Education
Minimum Qualification
Masters Degree preferably in Social Science or Environmental Science or equivalent field. Bachelor degree with 2 additional years of experience may also be accepted in lieu of a Masters
Work Experience and Languages
With a Masters, a minimum of 5 years of experience in environmental safeguards work or social development work
At least 4 years of experience with the preparation of social assessments or social risk management
At least 2 years of experience with stakeholder consultations and grievance redress mechanisms in a project context
Experience within the Uzbekistan context
Experience in data analysis and presentation, especially qualitative methods is essential
Experience in working with vulnerable groups is desirable
Fluency in English and Uzbek
