The Position:

The Programme Associate, Data provides support to the Chief Technical Advisor (CTA) and members of her team.  The Programme Associate will work closely with staff from the National Statistics Office (NSO) and the Department of National Planning and Monitoring (DNPM) as well as the UNFPA country office, providing backstopping, information-sharing and other support to ensure that the administrative, financial and reporting processes are followed.

Job Purpose:

UNFPA PNG is implementing a comprehensive data and population project that will involve new remote sensing population technologies to be used for the upcoming elections. The project will also address demand for data and data literacy. Other dimensions of the program include a demographic survey and the analysis of provincial level demographic data from an intergenerational perspective (demographic dividend). 

Given the comprehensive nature of this project, the CTA will need the support of a motivated, ambitious Programme Associate with strong organizational and writing skills to help achieve the outputs envisaged in this project. 

You will play an instrumental role in facilitating UNFPA’s country programme and project implementation, supporting design, planning and management, in the areas of population and development, reproductive health and gender. 

You will apply established systems and procedures and assist in the creation of knowledge by compiling, synthesizing and analyzing relevant information, developing appropriate mechanisms and systems and ensuring compliance with procedures.

With the guidance of the CTA, the Programme Associate will:

• Collaborate with NSO on programmatic aspects relating to the implementation of the project, including guiding routine implementation of assigned projects, in coordination with national counterparts and project personnel, coordinating delivery of project inputs; and ensuring participation of national counterparts in training activities and required travel.
• Provide logistical support to projects by coordinating project related meetings, workshops and events, training and guiding project personnel and staff on national execution and programme policies and procedures as needed. 
• Draft donor’s report and other reports as required;
• Draft presentations, developing meeting materials, action points/taking and drafting minutes of the meeting, and correspondence; 
• Facilitate the work of consultants, advisors and experts, by providing them with the necessary documents required for their assignment/mission.
• Arrange for and/or attend meetings on day-to-day technical matters, participates in all discussions of new or revised procedures and practices, interprets and assess the impact of changes and provides recommendations for follow-up action;
• Assist the CTA in monitoring the progress of the different activities;
• Assist the CTA in the development/revision of the work plan and prepare necessary budget revisions on a quarterly basis or more frequent if so required and upload the same in the ATLAS system;
• Contribute to the capacity building of NSO staff;
• Perform other job-related duties as assigned by the UNFPA Representative and/or Deputy Representative required to ensure the success of the above-mentioned activities
• Perform other duties as required.

Qualifications and Experience: 

Education: 

Minimum High School Education. Diploma or Bachelor’s Degree in relevant field is an asset 

Training in economics, statistics, or demography desirable

Knowledge and Experience: 

• At least six (6) years of relevant experience with completion of High School Education Or two (2) years with Diploma or Bachelor’s Degree in the public or private sector and programme development. 
• Familiarity with ATLAS will be an asset
• Experience with UN will be an asset
• High level of proficiency in Microsoft Office (MS Word, Excel, and MS PowerPoint) is required.
• Must be able to remain focused under pressure, with a commitment to working hard and long hours.
• Must be meticulous - have a keen eye for details, looking for excellence/perfection in all technical matters. 

Languages: 

Fluency in oral and written English is required.

Knowledge of Tok Pisin/Motu is an asset
